Please refer to Board 's letter mentioned
above inter-alia circulating Ministry of Finance's (MoF) OM No. 4-13/17-IC/E-IIIA dated 12.12.2018 regarding
opportunity for revision of option to come over to revised pay structure under
CCS(RP) Rules, 2016 for adoption of the same in Railways with respect to RS(RP)
Rules, 2016. Consequent to issue of the same, certain Railways has sought
clarification whether option to switch over to 7th CPC pay structure can be
exercised in a prospective manner covering promotions materialized after
notification of RS(RP) Rules, 2016.
2. With respect to above, it is stated that
earlier, the issue has been examined in Board's Office and a reference has
already been made to MoF seeking clarification on the issue. Response from MoF
is awaited. Till such time clarifications are received form MoF, it is advised
that while allowing options, conditions as stipulated in Rules 5 & 6 of
RS(RP) Rules, 2016 may strictly be followed as Ministry of Finance while
liberalising conditions under Rule 6(4) of CCS(RP) Rules, 2016 which provides
that the option once exercised shall be final and permitting another
opportunity to employees to revise their initial option in terms of Rule 5
& 6 within a period of 3 months, made no changes in the other conditions
laid down in Rules 5 & 6 of CCS(RP) Rules, 2016 governing exercise of
option.
3. Hence, it is clarified that option for
switching over to 7th CPC with respect to promotions upto 28 .07.2016 (date of
notification of RS(RP) Rules, 2016) valid only and option for switching over to
7th CPC can not be exercised with respect to promotions materialized after the
said date. Further, Illustrations on pay fixation methodology in cases (a)
where a Railway Servant has been placed in a higher grade pay or scale between
1st day of January, 2016 and the date of notification of RS(RP) Rules, 2016 on
account of promotion or upgradation and elect to switch over to revised pay
structure from the date of such promotion/upgradation and (b) fixation of pay
in case an employee elect to continue to draw pay in existing pay structure
until he vacates his post or ceases to draw pay in the existing pay structure with
respect to promotion upgradation materialized after the date of notification of
RS(RP) Rules, 2016 in terms of relevant provisions of RS(RP) Rules, 2016 is
enclosed as Annexure-I.
4. This issues are in concurrence with Finance
Directorate of Ministry of Railways.

In the instant case, next Cell to Rs.

Secretary Posts inaugurates 3 day’s Head of Circles Conference in Srinagar

SRINAGAR: A three day Conference of Heads of Circles, Department of
Posts today commenced at Srinagar which was inaugurated by Secretary
Posts, Government of India A N Nanda at Hotel Taj Vivanta.
Director General (Posts), Members of Postal Service Board, Chief
Postmasters General from across the country alongwith others senior
Officers of Department of Posts are participating in the Conference
which is a platform for policy formulation of Department of Posts
besides reviewing the last year's targets/ achievement and fixing
targets for the current financial year.
While inaugurating the Conference by lighting the traditional lamp
Secretary Posts, Government of India A N Nanda in his keynote address
said the Department of Posts has emerged as a key player where it is not
only doing its own business but also fulfilling in needs of others.
Describing the network of Department of Posts as unparalleled and a Post
Office as face of Central Government in remote areas, he said besides
ensuring the target of last mile delivery, Department of Post has
revamped its network at Branch Post Office level by way of technology
induction for smooth implementation of various citizen centric schemes
whether it is Aadhaar Enrolment, Passport, Direct Benefit Transfer (DBT)
etc.
Secretary Posts also envisioned the plan for the Department for future
with special focus on soft skills training, technology utilization aimed
at customer satisfaction and tapping the business opportunities. A
Special Cover on "Kashmir Mallow" was also released on the occasion by A
N Nanda.
Earlier, Director General, Department of Posts, Meera Handa also spoke
on the occasion and briefed about the various steps taken by the
Department of Posts in the recent past. She described the launch of
India Post Payments Bank (IPPB) as unprecedented which has resulted into
the opening of over 85 lacs accounts so far.
P D Tshering, Chief Postmaster General, J&K Circle while welcoming
the delegates said as the Conference is being held at Srinagar it is an
opportunity for the J&K Circle to learn, make network with various
stakeholders responsible for the postal operations throughout the
country.

2019:
a) Examination for Paper I and Paper II will be conducted in continuity in one sitting.
b) Only such candidates who qualify in each Paper, Paper I and Paper·II separately, shall be considered for final selection and their merit shall be drawn in order of marks secured in Paper·I. Since Paper-II is only qualifying, marks secured in Paper-II shall not be added to marks secured in Paper·I to decide merit.
c) After arranging the candidates in order of merit as at (b) above. a number of candidates to be declared successful shall be equal to the number of vacancy in each category.
d) In the event of any vacancy notified for recruitment remains unfilled only due to non·joining of the selected candidate, the next candidate in the merit list shall be considered for appointment. However, the appointment of such candidate shall be only on the ground of declining offer of appointment and no waitlist or approved panel shall be maintained.

Operating Procedures for dealing with students having attendance less than the
prescribed percentage of attendance.
Madam/Sir,
You are aware that Rule
13 of the Examination Bye-Laws of the Board specifies the attendance
requirements for a student to be eligible to appear for the Class X and XII
examinations of the CBSE. Rule 14 of the Examination Bye-laws state the
percentage of attendance upto which it can be considered for condonation and
the grounds for its consideration.
Following has been
observed:-
1. students, parents and schools are not following Rule 13 and
Rule 14 of the examination Bye Laws strictly;
2. they are not submitting desired documents and certificates of
the Competent Authority while seeking exemptions in attendance;
3. Schedule for submission of documents and certificates is not
being adhered to;
4. Schools are not sending all the cases of shortage of
attendance to the CBSE;
5. Students are not attending the school regularly; and
6. as per analysis of the result of 2019 of the students whose
attendance had been condoned have performed poorly in the examinations.
To ensure the
importance of the classes and the attendance, CBSE is taking following two
measures:-
1. has prepared Standard Operating Procedures
for dealing with students having attendance less than the prescribed percentage
of attendance for the information and compliance by Schools, Students and
Parents.
2. Schools are requested to communicate
information and rule position to students and parents.
Standard Operating Procedures for dealing
with students having attendance less than the prescribed percentage of
attendance
1. Schools will
take following action:-
a. inform the
importance of attendance and classes etc to the students and their parents in
the beginning of session;
b. sensitize the
students and parents about the relevant rules and about the attendance
requirement during the academic session;
c. inform the
students and parents the grounds on which shortage of attendance could be
condoned;
d. inform the
students and parents to submit medical certificate(s) from the competent
authority/leave application supporting the reason for availing/taking leave as
and when leave is availed;
e. warn the
students and parents if they are not attending the classes regularly and
maintain the records of such students;
f. will inform the
parents about shortage of attendance;
g. schools will
recommend the cases as per Examination Bye-Laws only;
h. Attendance will
be calculated as on 1st January of the Academic session.
i. Shortage of attendance
cases received in the concerned Regional Office upto 7thJanuary of the academic
session of Class X or XII will only be considered by the Board.
j. No case will be
accepted after 7th January of the academic session of Class X or XII;
k. Cases without
Mandatory documents will be summarily rejected.
2. In case of shortage of attendance, schools shall be
required to procure following documents from the student(s)/parent(s) and
submit to the concerned Regional Office of the Board while forwarding the cases
for considering condonation of shortage of attendances:
