Subject: Instructions for the purchase of laptops/notebooks and similar devices for eligible officers – revised guidelines.
ln supersession to this Ministry’s Office Memorandum bearing No.
08(64)/2017-E.ll(A) dated 27th September 2016, regarding purchase of
Note Book/Lap-Top computers by Ministries/ Departments & delegation
of powers thereof, it has been decided that lap{op; tablet; notepad;
ultrabook; notebook, net-book or devices of similar categories may be
issued to officers of the rank of Deputy Secretary and above for
discharge of official work. These powers shall continue to be exercised
in consultation with the Financial Adviser by the Secretary of the
Ministry/ Department or any other authority who are specifically
delegated these powers by this Ministry from time to time, duly taking
into consideration the functional requirements and budgetary provisions.
2. This would, however, be subject to the following conditions:
(i) Cost of device: The Cost of device including Standard software*
shall not exceed Rs. 80,000/- Standard Software: Any software (Operating
System, Antivirus software or MS-Office etc.) that is essential for the
running of device towards discharge of official functions/duties.
(ii) Purchase Procedures: As prescribed under GFRS/CVC guidelines may be followed.
(iii) Safety, Security & Maintenance of Device: The officer, who is
given the device, shall be personally responsible for its safety and
security as well as security of data/information, though the device
shall continue to remain Government property. The officer concerned will
be at liberty to get the device insured at his personal cost.
(iv) Retention/Replacement of device:
a) No new device may be sanctioned to an officer, who has already been
allotted a device, in a Ministry /Department, up to five years. Any
further issue of laptop in case of loss/damage beyond repairs within the
prescribed period, should be considered only after the cost is
recovered from the officer based on the book value after deducting the
depreciation.
b) For the purpose of calculation of the book value, a depreciation of 25% per year, on straight line method, be adopted.
c) Post the completion of five years of usage, the officer shall retain the issued device.
(v) Conditions at the time of transfer, Superannuation etc.:
a) ln case where, at the time of purchase of device if the residual
service of the officer is less than 5 years or in case the officer is
transferred/deputed to State Govt. but with residual service of less
than 5 years or the officer leaves the Government Service within 5 years
of purchase of such device, the officer concerned will have the option
of retaining the device by paying the annunl after deducting the
depreciation.
b) Upon transfer/deputation of the officer to other Ministry/
Departments Attached/Subordinate offices of the Government of India or
to the State Government in case of Officers of the All India Services,
the officer will have the option of retaining the existing device and in
case of such retention, this fact should be specifically mentioned in
the Last Pay Certificate (LPC).
3. lnstructions for Ministries/Departments:
(i) For the officials who are currently holding laptops, notebooks or
similar devices in accordance with the provisions of O.M. dt.
2710912016, the terms & conditions for retention/disposal of the
device shall continue to be governed under the existing instructions of
the said O.M.
(ii) The applicability of the provisions of this order to the officers
of Armed Forcesi Para-Military Forces, officers of MoD & other
similar establishments would be subject to restrictions imposed by the
concerned departments/organizations duly taking into consideration the
security of information. ln all such cases the security of the
information shall be the responsibility of the concerned department.
4. This is issued with the approval of Secretary (Expenditure).

Aadhaar For Children: School ID Can Be Used As Identity Proof, Says UIDAI
Aadhaar, the 12-digit unique identity number issued by the Unique
Identification Authority of India (UIDAI), is mandatory and can be
issued to everyone including children. A child’s school ID – the photo
ID issued by a recognised educational institution – can also be used for
his or her Aadhaar enrolment. This was said by the UIDAI on
microblogging site Twitter. The child’s school ID will serve as an
identity proof for Aadhaar enrolment, said the UIDAI, also the issuer of
Aadhaar card. Also, the UIDAI recently introduced a blue-coloured ‘Baal
Aadhaar’ card for children below the age of five years.
How to get an Aadhaar card for a child, according to the UIDAI website – uidai.gov.in:
1. Visit the enrolment centre with child’s birth certificate and the school’s identity card and fill the enrolment form.
2. One of the parents must also provide their Aadhaar card number for
the authentication purpose. It is necessary to provide the Aadhaar card
of one of the parents when enrolling for child’s Aadhaar card, according
to the UIDAI.
3. Provide a mobile number that you wish to register with the Aadhaar card.
4. Biometrics are not recorded for children before five years of age.
Once the child crosses the age of five years, his or her biometrics
details – through iris and fingerprint scans – need to be updated. If
the child’s age is more than five years, biometrics will also be
recorded. The child’s fingerprint and iris scans as well as photograph
will be taken at the Aadhaar enrolment centre (also known as ‘Aadhaar
Kendra’). These details will be updated again when the child turns 15.
5. After confirmation, collect the acknowledgement slip. Once the
verification process is completed, an SMS will be sent to the registered
mobile number. Within 60 days of receiving this message, the Aadhaar
card number will be issued.

PREMATURE CLOSURE OF TIME DEPOSIT (TD) ACCOUNTS
(1) The
premature withdrawal of a Time Deposit can be allowed six months after
opening of account. If account is closed between 6 months and 1 year,
interest at the rate of Savings Account fixed from time to time shall be
eligible.
(2)
Premature withdrawal of a deposit after the expiry of one year in case
of 2-year, 3-year and 5-year account will be regulated under the
provisions of rule 8 of Post Office Time Deposit Rules, 1981, on reduced
interest. In such cases, the amount of deposit shall be repaid with
interest as under:-
a) The
rate of interest on such deposit shall be payable to the depositor for
the completed years and months from the date of deposit to the date of
closure and such interest shall be one (1) per cent less than the rate specified for a deposit of 1-year, 2-years or 3-years, as the case may be, in the concerned Tables under Rule 7 of POTD Rules, 1981.
b) In
respect of 5-year account, if the completed years and months exceed
3-years, the interest payable shall be one(1) per cent less than the
rate specified for a deposit of 3-years in the concerned Table under
Rule 7 ibid.
c) The
amount of interest already paid on the deposit at the higher rate shall
be set off against the principal and the interest payable under this
rule and only the net balance shall be payable on such premature closure
of the account.
(3) The
premature withdrawal of Time Deposit can be allowed in the normal
course on presentation of application for Closure of Account (SB7A) by
the depositor. No separate sanction for this purpose will be issued.
The Head Post Offices and Departmental Sub Post Offices will be
competent to allow premature closure of a Time Deposit accounts as in
the case of final closure of the account. Procedure laid down for
closure of TD Account should be applied for pre-mature closure also.

Aadhaar Card Linking: Seven Things Aadhaar Card Holders Need To Know
March 31, 2018 is the last date to link Aadhaar card or the 12-digit
Unique Identity Number with various government schemes and financial
services. These range from PAN card, bank accounts and mobile SIMs to
mutual fund investments and small savings schemes such as PPF (Public
Provident Fund) and KVP (Kisan Vikas Patra). The Unique Identification
Authority of India (UIDAI) – the issuer of the 12-digit Aadhaar number
or Unique Identity Number (UID) as well as Aadhaar card – has in a
communication dated January 14, 2018 sought to address some frequently
asked questions (FAQs).
Here are some of the FAQs about Aadhaar which card holders need to know, according to UIDAI,
1. The UIDAI has all my data including biometrics, bank account, PAN etc. Will it be used to track my activities?
Absolutely false. UIDAI database has only the following information –
(a) Your name, address, DOB, gender, date of birth
(b) Ten finger prints, two IRIS scans, facial photograph
(c) Mobile number and email ID
Rest assured, UIDAI does not have your information about family, caste,
religion, education, bank accounts, shares, mutual funds, financial and
property details, health records etc and will never have these
information in its database.
In fact, Section 32(3) of the Aadhaar Act 2016 specifically prohibits
UIDAI from controlling, collecting, keeping or maintaining any
information about the purpose of authentication either by itself or
through any entity.
2. When I link my bank accounts, shares, mutual funds and mobile phones with Aadhaar, will the UIDAI not get this information?
Absolutely not. When you give Aadhaar number to your banks, mutual fund
companies, mobile phone companies, they only send Aadhaar number, your
biometrics (given at the time authentication) and your name etc to UIDAI
for verification for your identity. They do not send your bank account
or its details to UIDAI.
So far as UIDAI is concerned, it responds to such verification requests
by replying either ‘Yes’ or ‘No’. In few cases, if the verification
answer is ‘Yes’, your basic KYC details (name, address, photo etc.)
available with UIDAI are sent to the service provider.
3. Why am I being asked to link all my bank accounts with Aadhaar?
For your own security, it is necessary to verify identity of all bank
account holders and link them with Aadhaar to weed out the accounts
being operated by fraudsters, money-launderers, criminals etc. When
every bank account is verified and linked with Aadhaar and then If
anyone fraudulently withdraws money from your account, through Aadhaar
such fraudster can easily be located and punished.
Therefore, by linking your bank accounts with Aadhaar, your accounts becomes more secure and not the other way around.
4. Do NRIs need Aadhaar for banking, mobile, PAN and other services?
Aadhaar is only for residents of India. NRIs are not eligible to get
Aadhaar. The respective service providers like banks and mobile
companies have laid down NRI-specific exemptions. NRIs should simply
tell the banks and other service providers such as credit card companies
etc that they are not required to provide Aadhaar numbers by virtue of
being non-resident Indians.
5. Why am I being asked to verify and link my mobile numbers with Aadhaar?
For your own security and security of our country, it is necessary to
verify identity of all mobile subscribers and link them with Aadhaar to
weed out mobile numbers being operated by fraudsters, money-launderers,
criminals etc. It has been found that most criminals and terrorists get
SIM cards issued in the name of fictitious and even real people without
their knowledge and use them for committing frauds and crime. When every
mobile number is verified and linked with Aadhaar, then fraudsters,
criminals, and terrorists using mobiles can be easily identified and
punished in accordance with law.
6. Can the mobile company store my biometrics taken at the time of SIM verification and use them for other purposes later?
No one, including mobile phone companies, can store or use your
biometrics taken at the time of Aadhaar verification and linking. The
biometrics are encrypted as soon as Aadhaar holder places his finger on
fingerprint sensor and this encrypted data is sent to UIDAI for
verification.
Regulation 17(1)(a) of the Aadhaar (Authentication) Regulations 2016,
strictly prohibits any requesting entity which includes mobile phone
companies, banks etc from storing, sharing or publishing the
finger-prints for any reason whatsoever and neither shall it retain any
copy of such fingerprints. Any violation of this provision is a
punishable offence under the Aadhaar Act 2016.
7. Some agencies are not accepting e-Aadhaar. They insist on original Aadhaar. Why?
e-Aadhaar (downloaded Aadhaar) from UIDAI website is as legally valid as
original Aadhaar issued by UIDAI . Both should be acceptable by all
Agencies. In fact downloaded e-Aadhaar has updated address etc. of the
Aadhaar holders and therefore should be preferable. If anyone refuses to
accept downloaded e-Aadhaar, the Aadhaar holder may lodge complaints
with higher authorities of those departments/agencies.
