Revision of Special Allowance and Cash Handling Allowance-reg

G.I., Dept. of Pers. & Trg. O.M.No. 416/2008-Estt. (Pay II), dated 24.3.2015
Subject: Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2014
References are being received from various Ministries with regard to the amount of Special Allowance and Cash Handling Allowance admissible consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 100% w.e.f. 1 st January, 2014 announced vide Ministry of Finance, Department of Expenditure O.M. No.1/1/2014-E-II (B) dated 27th March, 2014.

This Departments O.M. 4/6/2008-Est(Pay II) dated 1.10.2008 provides that the rates of Special Allowance and Cash Handling Allowance will be increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.
All Ministries/Departments are therefore, again advised to take necessary action accordingly.

Restriction on Login for Booking of Train e-Tickets.
The Ministry of Railways has decided that in case of e-ticketing, there will be a restriction of only one booking in one user login session and forced logging out of the user before another booking for all users including IRCTC agents but excluding defence booking under warrant only.

This restriction will be applicable while booking of e-ticket between 0800 and 1200 hours. However, this restriction will not be applicable while booking onward journey/return journey e-tickets.

Revision of Platform Ticket Rates at Railway Stations 
The Ministry of Railways has decided to upwardly revise the rate of platform ticket to Rs.10/- per ticket from Rs.5/- per ticket. The revised rate of platform ticket will be charged on platform ticket to be issued from 01.04.2015. 
Directions have been sent to All Zonal Railways to print the revised tickets on top priority and ensure supply to all stations well in time. However, till such time the tickets are printed, the existing stock of tickets may be used with the rate corrected with a stamp. Wherever platform tickets are issued through SPTM & UTS or other machines, their software may to be modified to collect the revised rate. 
Further, the Ministry of Railways has delegated the power to Divisional Railway Managers (DRMs) to increase the rate of platform tickets beyond Rs.10/- to regulate rush at platforms during specific requirements like mela, rally etc.

Personal hearing-7th CPC

            Sub:-    Request for  Personal Hearing -
With profound regards, I wish to state that AIPSA  submitted the memorandum to the 7th CPC in time and which was acknowledged by the commission also.  However, the AIPSA representing the voice of all the Stenographers of Department of Posts (Other than Central Secretariat Stenographer5s) through  out India  has not been given personal grievance/oral evidence  before the 7 CPC till date. When I contacted the 7 CPC office, I was informed that  Hon'ble Chairman and Members will visit each state headquarters and  all federations/associations  wherever their  headquarters  situated  will be given a chance for personal hearing. I wish to state that I am in Tamil Nadu State where the HQ of our Association is functioning. 

The Stenographers working in the Dept. of Posts throughout the country are heavily affected on account of the non-implementation of total pay parity with the  Central Secretariat Stenographers though we are recruited through one examination, doing the same nature of duties etc. /
non-implementation of VI CPC orders like revision of recruitment rules.  Though Gazette notification was issued in 2008 many issues were not implemented till date.

I on behalf of the all the Stenographers working in the Dept. of Posts through out the Country humbly request the Hon’ble Commission  to  kindly permit us personal hearing at Commission’s headquarters of any other convenient  place so as to present our grievances before the  Hon'ble Commission. It would be preferable and we shall be thankful if permission for personal hearing is given at Chennai, Tamil Nadu.

SON of our beloved Shri Amit Datta, our AGS, aged 15 years breathed his last on the last Wednesday, the 11.03.2015, at Kolkatta. 

Praying the Almighty to rest the soul of your son in peace. MAY HIS SOUL REST IN PEACE. 


The whole AIPSA is conveying its CONDOLENCE to you & your Mrs who has brought your son into the world.  Oh my God !!

Mobile Phones available now at Post Offices

The Department of Posts has tied up with M/s. Pantel Technologies Private Limited for sale of ‘PF 301 – Bharath Phone’ through identified Post Offices in Tamilnadu. Initially the scheme has been launched at 400 Post Offices across Tamilnadu, with effect from 02.03.2015.

PF 301 Bharath Phone is a dual sim phone with 2.8” screen size and built in internet access. The cost of the phone is Rs.1,999/-, with a free talk time of 1999 minutes on BSNL network. The existing BSNL sim can also be recharged with this Damaka Plan.The phone instrument comes with a one year warranty. The phone has the modern features such as Whatsapp, Bluetooth, mobile tracker, torch, internet browsing, etc.
A model phone will be available at all the identified Post Offices for the public to view before their purchase. The public are requested to make use of the opportunity to purchase the mobile phone with exciting features and offers at a very nominal price!
India Post has tied up with M/s. Pantel Technologies Private Limited for the sales of their Bharath Phone through Post Offices and whereas M/s. Pantel Technologies Private Limited will take care of all the other matters like services and complaints.
