Item wise reply of Railway Board on the issues raised by AIRF

The following issues raised by Federations which are outside the purview of this Ministry were referred/have been referred to concerned Ministries/Deptts. :-

3. Scrap New Pension Scheme and cover all the staff with pension and family pension scheme as available to staff appointed prior to 1.1.2004. EDF(E) The decision of introducing New Pensoin System for all the new entrants to Government/Railway Service on or after 1.1.2004 is of the Government of India taken in the Ministry of Finance, Department of Economic Affairs. The Ministry of Railways, being an Administrative Ministry in respect of pensionary matter is bound to adhere to the decision taken by the Government and is not empowered to take any unilateral decision in the matter. Accordingly, the matter referred to Deptt. of Financial Services.
4. Stepping up of pay of senior employee on par with junior employee consequent on modification of ACP Scheme as MACP is pending with the Railway Board. EDPC-I For the purpose of MACP Scheme, Department of Personnel and Training is the nodal Department of the Government and instructions issued by them on this usbject ar adopted by this Ministry in reapect of Railway Employees. The issue regaring stepping up of pay of senior employees at par with their Junior drawing higher pay under MACPS has been examined in consultation with DoP&T on a reference from the Fedetations. DoP&T have advised that stepping up of pay of senior at par with thier junior drawing higher Grade Pay under MACPS is not admissible. Since, DoP&T is the nodal Department for the purpose of MACPS, this Ministry is not in position to take any unilateral decision on the matter.
5. Increase the amount of Fixed Medical Allowance to all RELHS beneficiaries. EDPC-I For the purpose of Fixed Medical Allowance (FMA), Department of Pension & Pensioners’ Welfare is the nodal Department of Govt. and instructions issued by them on FMS, are adopted by this Ministry in respect of Railway pensioners. As such, this Ministry is not in position to take any unilateral decision on this subject. Accordingly, the matter referredt ot DOP&PW.
6. Exempt Transport Allowance and Special Duty Allowance for the pruview of Income Tax deduction. DF(X)-I The matter regarding increases in the eligible exemption limit in the case of tranport allowance from Rs.800/- p.m. to Rs.3200/- p.m. was referred to the Ministry of Finance. However, the request of the Ministry of Railways has not been agreed to by the Ministry of Finance. 

2. The matter regarding exemption of Special Duty Allowance for the purview of Income Tax has been referred to the Ministry of Finance vide Boards O.M. No. F(X)I-2009/23/6 dated 24/9/2012. Reply is still awaited therefrom.
7. Raise the ceiling limit of Rs. 3500 for the purpose of payment of PLB. EDPC-I Productivity Linked Bonus is paid on the Railways in accordance with the scheme of Productivity Linked Bonus arrived at in consultation with the recognized federations and approval of the Government. The computation ceiling for payment of PLB has been prescribed as Rs.3500/- p.m. by the Ministry of Finance, which is the nodal Ministry and this ceiling is applicable to all Ministries & Departments of the Central Govt. Ministry of Railways cannot unilaterally take a decision in the matter. Accordingly, the matter referred to MOF.
8.Upgrade all categories of staff in Grade Pay of Rs. 2400 to Rs. 2800 EDPC-II The pay scale of various categories of Central Government employees including Railway employees are based on the recommendations of the Central Pay Commission and accepted by the Central Government. A unilateral decision cannot be taken by Ministry of Railways on the demand raised by the Federation as it is beyond the purview of Ministry of, Railways. Accordingly, the matter referred to MOF.
9. Granting of one increment for the employees in the categories Like MCMs, Loco Running Staff, SMs, P.Way Supervisors etc when they get horizontal promotions without reckoning the same as “Promotion” for the purpose of granting financial up gradation under MACP. EDPC-IFor the purpose of MACP Scheme, Department of Personnel & Training is the nodal Department of the Govt. and instructions issued by them on this subject are adopted by this Ministry in respect of Railway employees. As per the instructions contained in Para-8 of Annexure to policy instructions on MACPS, promotion earned in the post carzying same Grade pay in the promotional hierarchy as per recruitment rules shall be counted for the purpose of MACPS. Since, DoP&T is the nodal Department for the purpose of MACPS, this Ministry is not in position to take any unilateral decision on the matter. Accordingly, the matter referred to MOF.
10. Grant parity in pension and family pension to the staff/family retired prior to 01.01.2006 EDF(E) In this regard it is stated that neither the 6th Pay Commission appointed by the Government has recommended nor any decision for giving full parity in pension to pre-2006 retirees with post 2006 retirees has been taken by the Government. The Ministry of Railways being an Administrative Ministry in respect of pensionary matters is bound to adhere to the decision taken by the nodal department, the DOP&PW, Accordingly, the matter referred to Ministry of Personnel, PG & Pension.
11. Raise the ceiling of Incorne Tax deduction‚ from Railway employees, Ministry of Railways are from Rs. 2.00 lakh to Rs. 3.00 lakh, as recommended by the Standing Committee on Finance.DF(X)II In all matters relating to recovery of Inocme Tax from Railway employees, Ministry of Railways are guided by the provisions of Income Tax Act, 1967 and various instructions received from the Ministry of Finance (Central Board of Direct Taxes) from time to time. The MoF is the nodal ministry dealing with this subject. As such, the Ministry of Railways can not take any unilateral decision in che matter. Accordingly the matter referred to MOF.
12. Implement pending Board of Arbitration Awards on House Rent Allowance, Over Time, Transport Allowance besides pay scales of Accounts Department staff. EDPC-I For the purpose of these subjects, Ministry of Finance is the nodal Department of Govt. and this Ministry is following instructions issued by them from time to time. So far no decision as such on these issues from Ministry of Finance has been received. As MoF is the nodal Ministry on these subjects, it is not possible to take any decision unilaterally. Accordingly, the mattter referred to MOF.
13. Rectification of MACP anomalies. EDPC-I For the purpose of MACP Scheme, Depatment of Personnel & Training is the nodal Department of the Govt. and instructions issued by them on this subject are adopted by this Ministry in respect of Railway employees. The issues raised by the Federations from time to time are examined in consultation with DOP&T and decided accordingly. Since, DOP&T is the nodal Department for the purpose of MACPS, this Ministry is not in position to deviate from the instructions/clarifications issued by them on the subjects. Accordingly, the matter refer to DOP &Trg.
14. Enhancement of Income Tax exemption limit in the case of Running Staff DF(X)II The matter regarding enhancement of Income Tax Exemption Limit in the case of Running staff reckoning of Running Allowance as pay for the purpose of deduction of Income Tax was referred to the inistry of Finance. However, the request of the Ministry of Railways has not been agreed to by the Ministry Of Finance.

Revision of consultation/visiting/injection fee of Authorized Medical Attendants (AMAs) under CS (MA) Rules, 1944.

Subject: –  Revision of consultation / visiting / injection fee of Authorized  Medical Attendants (AMAs) under CS (MA) Rules, 1944.

            The undersigned is directed to refer to this Ministry's O.M. No.S.14025/10/2001-MS, dated 31-12-2002 on the subject mentioned above and to say that the issue of further revision of consultation / visiting / injection fees of different categories of Medical Officers (Authorized Medical Attendants) appointed for the treatment of Central Government employees and their dependent family members covered under CS (MA) Rules, 1944 of various Ministry / Departments / States / Union Territories has been under consideration of this Ministry for sometime. It has now been decided to revise the same as indicated below:-

5.         This issues with the concurrence of IFD vide Dy. No. C-2699, dated 3.3.2011.

Subject:- Granting GP Rs.5400/- to those Stenographers who are in GP Rs.4800/-for 4 years – reg:

Dear Mr. Pathakji,

1.      As per the recommendations of the 6th CPC, GP Rs.5400/- is being granted to those officers who have completed 4 years in GP Rs.4800/- whereas other staff, in our cadre PS, (including other Non gazetted Group B officers) who complete 4 years in GP Rs.4800/- are denied of this benefit. This is against the principles of natural justice. The IP/ASP association has already taken up this issue for consideration at the appropriate level. The stenographers working in our Circle who have already completed 4 years in GP Rs.4800/- have requested me to take up the matter with the Secretary, DOPT through the GS of our association. It is therefore requested kindly to project our demand to the appropriate authority at an early date.  I think this issue has already taken up with you by the Circle Secretary of AIPSA, Tamilnadu.

2.       It is understood that many Circles have not implemented the merging of  Grade-II as Grade-I Stenographer   Also the Grade-III Stenographers posts are to be upgraded as Grade-II.  AIPSA Kerala Circle requests GS to take up the issue.

3.         Also requested CHQ to publish quota position of each Circles and also requested to revive the default branches.

Subject:   Extension of RTI web portal for online filing of RTI application. 
In continuation of this Department's O.M. of even number dated 22/04/2013, it is intimated that the facility of RTI online web portal has been extended to 37 Ministries/Departments of Government of India, so far (list enclosed). It is planned to extend this facility to all the remaining Ministries/Departments of Government of India by mid August, 2013. This facility is presently not proposed to be extended for field offices/ attached/ subordinate offices. 
2. It is again requested that training to all the CPIOs and First Appellate Authorities (FAAs) may be provided by the concerned Ministry/Department, through the officials trained by DoPT/NIC. If required, further training can be provided by DoPT/NIC, on the request of the concerned Ministry/Department. User name/password to all the CPIOs and FAAs are to be provided by RTI Nodal Officers of the concerned Ministry/Department. It is imperative that the RTI Nodal Officers update the details of CPIOs/FAAs in the system and issue user name and password to them at the earliest. 
3. The contents of this OM may be brought to the notice of all concerned.

Important items to be checked while visiting Post Offices

IMPORTANT POINTS TO BE CHECKED BY SUB DIVISIONAL HEADS DURING THEIR VISIT TO SUB POST OFFICE.

MAILS AND PROJECT ARROW

1. Mail in deposit – check the remarks given by Postman on deposit mail, arrange delivery of mail by contacting the addressees over phone, if possible.
2. Check whether mail has been date stamped before delivery?
3. Check the quantity of stamping and take appropriate action to improve the quality of stamping.
4. Check whether opening of mail bags is done properly. Check whether unpaid, missent and deliverable mails are segregated properly.
5. Check % of RTS mail. Check % of missent mail and take action to improve the % of RTS and missent. Check that RFD targets are being achieved by the SO (in case of project arrow office)
6. Check the returns from Postman and satisfy yourself that Postman has taken all efforts to deliver the mail.
7. Check whether “Unpaid Taxation Register”, “Bag Opening Register” are maintained properly.
8. Check whether Due Mail and Sorting List is on records and whether it requires any changes?

ACCOUNTS
9. Check whether Memo of Authorized balances is on records and does it require any changes? If so review and get it reissued.
10. Check whether SO is having stock of Postage stamps and stationery as authorized in Consolidated Memo of Authorized Balances?
11. Check whether SO is supplying the stamps and stationery to BOs as per Memo of Authorized Balances and whether any BO is having the stock of stamps less than the authorization. If so, get the supply made by SO immediately.
12. Check whether stock of IPOs is being replenished by the HO as per Memo of IPOs sold. Check whether SO is having stock of IPOs as per authorization.

SAVINGS BANK AND CBS
13. Check whether signature scanning is completed.
14. Check whether stock of NSCs is available at SO as per authorization and SO is having sufficient stock of NSCs of small denominations.
15. Check whether staff on the counter is aware about the target of SO and he/she is making all efforts for opening of new accounts against closed one and issue of certificates against discharged one.
16. Check whether the stock of Passbooks is available with SO commensurate with target allotted to SO.
17. Check what is the ratio for closure to open accounts of the SO. Try to improve the ratio by opening of 4 accounts against each closed account.
18. Check the Minus Balance cases status and take appropriate action.
19. Check the SBCO objection status and take appropriate action.
20. Check the status for data migration from SO to HO.

OTHER POINTS
21. Check the position of targets and achievements of SO for various types of targets.
22. Check whether drill cloth of the stamp pads has been changed and quality of stamping is good.
23. Check whether the current and old record has been kept properly and neatly.
24. Check whether the deposit mail is kept in custody properly.
25. Check the general cleanliness of the SO to see that the SO is in presentable condition.

TECHNOLOGY
26. Check whether the SPM and the staff working on computers is having the knowledge about departmental software.
27. All modules are being used by the SO and proper manner.
28. All communications are being done by the SO properly and timely.
29. Whether the stock of items shown in system and actual stock held by the SO are matching. If not, get it rectified.
30. Check whether all PCs and printers are working properly.
