Respected Madam,
This Association expresses its deep concern over the acute shortage of stenographers in the Department of Posts. At present there are more than 200 vacancies out of 816 posts in all the Grades of Stenographers. This shortage is increasing day by day with the increased retirements of the stenographers and there has been no recruitment at all for the last 6 years through Staff Selection Commission. Nor there was any promotional examination to Stenographers cadre under DP quota since a decade.

This Association has already requested for conversion of Departmental Promotion quota into DR as no promotion examination is being conducted for Grade-III Stenographer cadre from the feeder cadre viz Postal Assistants in view of making equal the entry grade pay scales of both PAs and Stenos in 5th CPC and according equal Grade Pay by the 6th CPC.

Under the circumstances, this Association once again urges upon you to take appropriate action to mitigate the problem:
(i) Issue instructions to all the Circles to take up with the Staff Selection Commission for filling up the vacancies in the Stenographers cadre.
(ii) To convert DP quota posts into DR quota.

Agenda for meeting with Secretary-Posts

Sub: Request for periodical meeting

Respected Madam,
All India Stenographers’ Association is a recognized Association of the DOP. All the recognized Association is getting periodical meeting. But this Association is not getting any periodical meeting. This Association urges upon you to fix up a date so that the following item of agendas may be discussed in the said meeting:-

Agenda No.1: Cadre Restructure. After 1999 there was no cadre restructuring of the Stenographers. In the meantime there was a lot of restructuring in the CSSS cadre. Recruitment of Stenographers in CSSS & other than CSSS Offices is same. Moreover, Union leaders of other Group-C employees of DOP have been invited for discussion.

Agenda No.2: Fixation of Seniority of Stenographers for promotion to Private Secretary. : As per resolution adopted in the 7th A.I. Conference of Stenographers fixation of seniority is required to be made on the basis of date of entry in the Gr-III. As a result of wrong system of fixation of seniority in getting promotion to the Private Secretary and Sr.Private Secretary, a lot of junior stenographers have been promoted in place of senior stenographers.

Agenda No.3: Private Secretary may be treated as Circle Cadre like ASPOs of DOP: At present out of 56 Private Secretary posts, 26 posts are vacant. Due to health condition, children education, fag end of service etc. many Stenographers can not be able to take promotion resulting deprivation of promotion on the other hand some junior stenographers have to do the work of Private Secretary. If the Private Secretary post is treated as Circle Cadre, the problem may be solved.

Agenda No.4: Permission to Stenographer cadre to appear in the PS Gr.B Exam.
Permission to appear in the PS Gr.B Examination may kindly be accorded like Clerical cadre and other categories of employees of DOP.

Agenda No.5: Change of Quarter No.A-3/13, Pankha Road, Janakpuri to any Quarter at P&T Colony, Kalibari Marg, New Delhi or at Mothibagh Staff Quarter.
The Quarter No.A-3/13, Pankha Road, Janakpuri is a dilapidated condition and beyond repair. As such any quarter at P&T Colony, Kalibari Marg, New Delhi or any quarter at Mothibagh Staff Quarter may kindly be allotted instead of Quarter No.A-3/13, Pankha Road, Janakpur.

Agenda No.6. Deprivation of MACP promotion to the ACP-II Stenograpers. A
Lot Stenographers who got 2nd ACP are not allowed by the DOP to get MACP promotion which is highly irregular. As per MACP Rules, ACP-II promotion should be ignored as the pre-revised scale of Rs.5000-8000 and 5500-9000 have been merged with the post in the scale of Rs.6500-10,500 being upgraded to the next higher grade in the pay band PB-2 i.e. to the grade pay of Rs.4600 corresponding to the pre-revised pay scale of Rs.7450-11500 and upgraded to the scale of Rs.6500-10,500/-.

Agenda No.7: Creation of posts of Private Secretaries & Stenographer posts due to creation of various Posts of SAG Officers in DOP as per 5th Cadre Review of IPS Cadre.
As per normal procedure as and when the SAG and JAG posts are created, simultaneously the Private Secretaries and Stenographers are also created. But in the recent past although a number of SAG & JAG Officers have been created but not a single Private Secretary or Stenographer post has been created resulting frustration amongst the Stenographer cadre.

Agenda No.8: To incorporate All India Postal Stenographers Association in the National JCM & Departmental Council.
Agenda No.9: To fill up all the vacant posts of Stenographers in the Department of Posts.
Agenda No.10: To change nomenclature of Stenographers as proposed by the 6th C.P.C.

Respected Madam,

Since the inception of the Department of Posts in India, there was only one cadre restructure in the Stenographer cadre which was held on 6th August, 1999 vide Govt. of India, Ministry of Personnel, Public Grievances and Pernsions (Department of Personnel and Training) Memo No.22034/2/92-Estt(L) communicated by the Ministry of Communications, Department of Posts vide letter No.2-4/99-PE.I dated 29.9.1999.  Since then there was no proposal for cadre restructuring. Although our counterpart in CSSS cadre there was a lot of cadre restructuring resulting frustration amongst the Stenographers. In the recent past there was also meeting with the various union representatives with the DOP about the cadre restructuring of other categories of staff of DOP. But till today no meeting has been fixed with the Stenographers Association.

Under the circumstances, this Association once again urges upon you to take appropriate action so that the Stenographers are restructured like their counterpart in CSSS and a date of meeting may kindly be fixed in this respect at an early date.

Respected Madam,

Stenographer cadre is also a part and parcel of Department of Posts. Clerical cadre and other categories of employees are permitted to appear in the PS Group-B Examination; whereas the Stenographers are not permitted to appear in the said examination resulting frustration amongst the Stenographers.

In this connexion, this Association is like to submit that the then Secretary, DOP, Dr.U.S. Raghavan in our All India Conference held at New Delhi on 6.8.2005 at Community Hall, R.K.Puram, Sector-6, New Delhi-110 022 and subsequently in a meeting held in January, 2006 with the then Secretary, it was assured that the orders in this regard will be issued shortly. In the meantime, we have requested time and again to issue orders by allowing Stenographers to appear in the above examination. But all in vain.

Under the circumstances, this Association once again urges upon you to permit Stenographers having 10 years qualifying service be allowed to appear in PS Group-B Examination.

Sub: Private Secretary may be treated as Circle Cadre

Respected Madam,
A Stenographer dreams that atleast he/she will retire from the service as a Private Secretary. But the said dream of the Stenographer can not be materialized due to family problem, children education, health condition, monetary loss, fag end of service etc. As a result of non-joining in the Private Secretary Posts some stenographers are deprived of from getting the pecuniary benefit and on the other hand many junior Stenographers are supposed to work without any benefit or status. After the 6th Pay Commission the situation is very much alarming. Many Stenographers are reluctant to take promotion of Private Secretary as they are getting more pay than Private Secretary under MACP. At present out of 46 posts of Private Secretaries, 26 posts are vacant in the DOP.

Under the circumstances, this Association urges that Private Secretary posts may be treated as a Circle Cadre like ASPOs so that all the posts can be filled up at an early date and the pecuniary benefits are given to the stenographers who will work in the said posts. An early reply will be highly appreciated.

Letter for change of quarters for AIPSA Office at Delhi.

It is to submit that a Type-I Quarter bearing No.A-3/13, Pankha Road, Janakpuri, New Delhi has been allotted to All India Postal Stenographers’ Association on 09.02.2007. It is also to submit that the said quarter is not in a usable condition and beyond repairs. Although more than Rs.7,000/- (Rupees Seven thousand) only has already been paid to the Department as Licence Fee by this Association but the Department has failed to handover the quarter in a habitable manner.

In the circumstances, this Association humbly request you to kindly allot an alternative accommodation preferably at Kalibari or at Mothibagh Staff Quarter which is more convenient for the representatives of the Association who come from all corners of the country and for this act of kindness this Association will be highly grateful to you.

News from Confederation of All India Central Government Stenographers Association

On 28th January 2012,  Secretary General, CAICGSA met Hon'ble MP (Loksabha) Shri Kodikunnil Suresh from Kerala and discussed the Parity case of subordinate Stenographers and handed over the copy of letter written by the SG to DOPT.  The MP wrote a letter to Hon'ble Minister, DOPT, and assured that MP will met the Minister in person during the next visit to Delhi in the coming week.

Another important move is the Hon'ble MP collected details of the case and suggested that he will raise our issue in the comming session of Parliament. Let us hope for the best.

Pay fixation on grant of non-functional selection grade (NFSG) to UDCs of CSCS and Stenographer Grade ‘D’ of CSSS subsequent to implementation of CCS ( Revised Pay) Rules, 2008.

It has been clarified by Estt.(Pay) Division that “at the time of grant of non functional selection grade to UDCs and Stenographers Grade ‘D’, their pay fixation may be done under the Rule 13 of CCS ( Revised Pay) Rules, 2008 i.e. they should be granted one increment @ 3% of their basic pay and to the figure so arrived at, the difference in grade pay ( Rs. 4200 — Rs. 2400 = Rs. 1800 ) should be added.”

OFFICE MEMORANDUM

Subject: Pay fixation on grant of non-functional selection grade (NFSG) to UDCs of CSCS and Stenographer Grade ‘D’ of CSSS subsequent to implementation of CCS ( Revised Pay) Rules, 2008 — reg.

The undersigned is directed to refer to this Department’s O.M No.6/6/2011-CS-II(C) dated 22/9/2011 regarding issuance of zone of consideration for placement of eligible Stenographer Grade ‘D’ in Non Functional Selection Grade (NFSG) consequent upon creation of new grade of UDC (NFSG) and Stenographer Grade ‘D’ (NFSG) in CSCS and CSSS respectively vide this Department’s O.M. No. 20/49/2009-CS.II(B) dated 22/6/2011 and to say that the matter relating to pay fixation on grant of NFSG to UDCs and Stenographers Grade ‘D’ of CSCS and CSSS respectively subsequent to implementation of CCS(Revised Pay) Rules, 2008 has been considered in this Division in consultation with Estt. (Pay) Division.

2. It has been clarified by Estt.(Pay) Division vide their Dy. No. 6117/11-Estt.(Pay I) dated 6/1/2012 that at the time of grant of non functional selection grade to UDCs and Stenographers Grade ‘D’, their pay fixation may be done under the Rule 13 of CCS ( Revised Pay) Rules, 2008 i.e. they should be granted one increment @ 3% of their basic pay and to the figure so arrived at, the difference in grade pay ( Rs. 4200 — Rs. 2400 = Rs. 1800 ) should be added.

AIPSA CWC Meeting and decisions held on 17.12.2011 at Chennai


The Central Working Committee Meeting as scheduled was held at Recreation Club Hall O/o the Chief PMG,Tamil Nadu Circle on 17th December, 2011. The Meeting was presided over by Com.E. Sukumaran, President. The meeting commenced with observance of two minutes silence to condole the death of comrades who passed away during the period between 18th September, 2011 to December, 2011. The meeting specially moved and adopted a resolution towards the Pay Parity with the CSSS, CAT Case, DPC for Sr.PS & PS etc.

Com.A. Pathak, General Secretary gave a brief on activities touching upon the events of importance both at Departmental and national arena. He also submitted a work report for the consideration of the house. Decisions taken at the meeting on various agenda items are briefly as under:

Agenda No.1.Adoption of Report on activities of the Association since 7th All India Conference.
The General Secretary has informed the CWC members about the activities of the Association after taking over charge of General Secretary from 18.09.2011. He informed the CWC members attended the meeting that he had visited the office of the Directorate in the month of November and met with the Secretary, DOP, Member(P), Director(Staff), ADG(SPG), ADG, PE-I/II, S/O(SR & Legal) and also submitted several letters regarding pay parity with the CSSS, DPC for Sr.PS/PS, allowing in PSS Gr-B Examination, Periodical meetings with the Secretary(Posts) etc. He also stated that he had handed over a copy of Resolutions adopted in the 7th All India Conference to Secretary(Posts) and Member(P) and requested them that henceforth promotion to Sr.PS/PS may made on the basis of date of entry in Grade-III cadre. Member(P) gave a patience hearing on G.S. and assured him that she would look into the matter. He was accompanied by Com. A.V. Ramesh, Ex General Secretary and Com. S.Krishnamurthy, Treasurer.

Agenda No.2.Development of CAT Case.
The General Secretary informed the house that as per draft prepared by the Advocate according to the order passed by the Hon’ble Principal Branch, CAT, New Delhi he has submitted representations to the Secretary(Posts), Department of Personnel & Training and Secretary, Department of Expenditure, Ministry of Finance on 24.11.2011 praying that the order passed on 24.3.2009 be reconsidered and reviewed. Grade-I Stenographers in Postal Department be granted GP 4600/- w.e.f. 1.1.2006 with arrears at par with their counter parts in CSSS. It was also requested that the PS in Postal Department be allowed partity with their counter parts in CSSS for grant of GP 4800/- w.e.f. 1.1.2006 and GP 5400/- after 4 years in PB-3 with all consequences. It was further requested that the post of PPS, Senior PPS and PSO be inducted in Postal Department for further consideration of PS for promotion as PPS in GP 6600/-, Senior PPS 7600/- and further promotion as PSO in GP 8700/- with all consequences.

Most of CWC members expressed their resentment about non-mentioning any prayer for betterment of pay scales etc. at per with CSSS for Grade-III & Grade-II Stenographers. The Ex-GS, Com. A.V. Ramesh stated that at the last moment i.e. in filing stage changes were made in the OA without the knowledge of association and as such some unexpected mistakes crept in the OA. He also requested association to probe the matter. However after a threadbare discussion it was decided that till the receipt of reply from the Secretary(Posts), Ministry of Personnel & Training and Ministry of Finance we will not take further action into the CAT case.

3. DPC for PS & Sr.PS as per new Recruitment Rules published by the DOP&T on 24th January, 2011 bearing no.AB-14017/8/2010-Estt(RR).
The CWC has taken a serious note about the anomaly in the list of 56 Grade-I Stenos being considered for promotion to Private Secretary Grade circulated by the DOP and demanded immediate cancellation of the said list. The General Secretary informed the CWC members that he has already written a letter to the Secretary(Posts) in this respect on 11.11.2011 by Speed Post. The details were given in our blog. This will be pursued.

4. Submission of Monthly Accounts to all the Office Bearers of the Association.
GS informed that some difficulty is being experienced by him in day to day affairs of our association, as the GS and Treasurer are stationed in two different places. He also opined that there must be transparency in our financial management, especially in view of the fact that our association is collecting /spending a good amount for court cases etc. GS also opined that we may publish our financial position i,.e. receipt and expenditure every month through our Blog for the information of our members. This was agreed to by all.

5. Organisational review.
A threadbare discussion was held in the matter. The CWC has taken a decision that CWC is to be held in every six months so that CWC can take decision of various problems.

6. Revival of defunct branches.
General Secretary stated that CWC members may take initiative for discussion with the non-participating States like Gujrat, Rajasthan, Himachal Pradesh, J&K etc. It was decided that all efforts will be made by the CWC members to strengthen the Association and will take initiative towards participation of the defunct branches.

7. Other issues discussed.
(a) Cadre Re-structure. The General Secretary intimated the CWC that he has already written letter to the Secretary(Posts) for taking action about the cadre Restructure of Stenographers.
(b) Com.K.S. Krishnamurthy stated that a letter may be written to the Secretary (Posts) stating that the Private Secretary should be treated as Circle Cadre. The CWC has also agreed with the proposal submitted by him and the General Secretary will write a letter to the Secretary(Posts) immediately.
(c) Allotment of an accommodation to the AIPSA. It was decided that a letter will be issued to the competent authority for changing of accommodation as the allotted accommodation is a dilapidated one.
(d) Strengthen Confederation of Stenographers. The CWC congratulated the General Secretary of Confederation of Stenographers, Com. Harisudan for taking effort to strengthen the Confederation. It was unanimously decided that solidarity and support will be extended to the Confederation on behalf of the All India Postal Stenographers Association.

Com. Murugadas, Circle Secretary, Tamil Nadu Circle and Vice President (CHQ) and his team had made excellent arrangements for the conduct of the CWC Meeting and for the stay of the CWC members. On behalf of the Central Head Quarters of AIPSA, Com.E.Sukumaran, President profusely thanked the Tamil Nadu Circle and the volunteer comrades who made it possible. The meeting came to an end at 1900 hrs.

Feedback on the fourth meeting of the NAC held on 5.1.2012

Feedback on the fourth meeting of the National Anomaly Committee was held on 5.1.2012 in New Delhi. The official minutes of the meeting will be published shortly by DOPT.

1. Increment anomaly settled : The point of anomaly in increment between Jan to June has been settled. It has been decided to issue orders for one time correction. Orders may come soon.

2. Grant of financial up-gradation in the promotional hierarchy instead of Grade Pay hierarchy under the MACPS is under consideration: The required data on this subject was sent to DOP&T by MOD in last weak of Dec/2011. This point was also discussed in National Anomaly Committee Meeting but could not be decided. Point is under consideration and it will be again discussed in next NAC-Meeting.

3. Grant of ACP to those who have completed 24 years before 01/01/2006 : As intimated vide previous circulars, earlier the file was not traceable in MOF(Expenditure). Now the case is traced and the same is under consideration/process in MOF(Expenditure) for issue of clarification.

National Anomaly Committee meeting - News


The Government has agreed in the Anomaly Committee meeting to grant one increment on 01.01.2006 in the pre-revised scale of pay for all those whose increment falls between 1st February and 30th June 2006. This is applicable only for those who were in service as on 01.01.2006. They will draw their next increment in the new Pay Band on 1st July 2006.
