DOs and Don'ts in mobile phone

Don’ts


* Please do not click photographs with your mobile phones without permission from the people or authorities concerned. You may be invading the privacy and possibly indulging in an illegal act.
* Do not send obscene / pornographic text / images using SMS.
* Do not send obscene / pornographic text / images using MMS (Multimedia Messaging Service)·
* Do not receive from or reply to SMS / MMS of strangers.
* Do not transmit obscene/ pornographic material, as it is an offence under Information Technology Act –2000 which carries a punishment of 5 years of imprisonment and 1 lakh rupees fine.
* Do not make calls to the unknown phone / mobile numbers you get while chatting or which are exhibited on various profiles on the Internet. If you do, you may be causing harassment to the other person.
* Do not keep your Blue Tooth open at all times-you may receive obscene / pornographic text, images and viruses.
* Do not give your mobile numbers while chatting on INTERNET to avoid “STALKING”.
* DO not handover your mobile phone to unauthorised service centres, to avoid CLONING.· It has been reported in the press that some unscrupulous elements may contact your mobile saying that they are from government agencies or Service Providers and request you to press #90 or #09.
* It is reported that doing so would transfer control of your SIM to the caller. SO DO NOT PRESS #90 or #09 when asked by unidentified persons.

DOs

*Note down your IMEI number.
*Security pin code should be used to avoid misuse of your mobile phones.
*MMSs / SMSs received should be checked for their source before opening.
*Delete all obscene/pornographic text, images, SMS /MMS from your mobile phones which you might have received or stored. Otherwise this may land you in trouble and unwanted embarrassment.
*Anti-virus software should be loaded in the mobile phone.
*Mobile phone keypad should be locked after every use.
*Use your mobile phone only when necessary .

Guide to Windows XP maintenance

1. Reduce Your Recycle Bin Size.
Data capacity of a hard drive is now available in large quantity now days like you can easily purchase a terabyte hard drive from market easily. By default the recycle bin size for the hard drives is 10 % if the hard drive's data capacity is 500 Gb it would be useless to define a 10 % default recycle bin settings. Change it to 2 to 5 % or it can be 5 Gb to 10 Gb.
2. Turn off Remote Desktop Management
Remote desktop management is a windows utility that allows other to access your PC remotely. Its very useful if your computer is a part of network but its always a danger as hackers can easily penetrate into your computer. So my recommendation is to turn it off, use Team viewer instead.
CHKDSK is essential tool for windows xp maintenance, it should run from time to time. It will scan the disk for errors, fix logical errors, detect and mark bad sectors, so that Windows will no longer try to use them. This way it can prevent your computer from becoming unstable.
4. Defrag Regularly
Defrag is another essential tool for windows xp maintenance. Badly fragmented disks can cause a lot of problems, like general system slowdowns, slower start-up and shutdowns, and even computer crashes. Basically, your hard drive is the slowest part of your computer and file fragmentation makes it even slower.
Like any other defrag utility it gathers file fragments that are scattered all over your disk and writes them into adjacent clusters.

Closing of Central Government Offices in connection with elections.

OFFICE MEMORNDUM

Sub : Closing of Central Government Offices in connection with elections to Lok Sabha/State Assembly/ Panchayat/Municipalities/Corporation or other Local Bodies -regarding

In modification of these instructions contained in this Department’s OM No.12/4/86-JCA dated 9th March, 1987, the undersigned is directed to say that the following guidelines are prescribed for future for closing of Central Government Offices including industrial establishments in connection with the elections indicated above.

(i) The relevant organizations shall remain closed in the notified areas where general elections to Lok Sabha or State Legislative Assembly are scheduled to be conducted.

(ii) In connection with bye-election to Lok Sabha/ State Assembly, only such of the employees who are bona-fide voters in the relevant constituency should be granted special casual leave on the day of polling Special Casual leave may also be granted to an employee who is ordinarily a resident of a constituency and registered as a voter but employed in any Central Government Organization / Industrial Establishment locate outside the constituency having a general / bye-election.

(iii) In connection with local body elections, viz., Panchayat/Corporation / Municipality, the Government employees who are bona-fide voters and desire to exercise their franchise should be offered reasonable facility, subject to normal exigencies of services, either by coming late to office or being allowed to leave office early or a short absence on that day.

2. The employees detailed on election duty may also be permitted to remain away from their normal duties on polling day (s) as also on the days required for performing journeys which might be undertaken in order to perform such election duty.

The above instructions may be brought to the notice of all concerned.

A letter from Shri Anil Singh, AGS, AIPSA at Patna on preparation of Stenographers gradation list

Dear friends,

Remember while addressing the AIC, Kolkata, I told that ‘preparation of All India Gradation List’ is a complex issue. It is the high time to discuss the issue at the AIC, Kolkata itself, but unfortunately this issue was not discussed. Now we are trying to settle this important issue over the blog. Take example of gradation list of PS Group ‘B’ at Dte. It is prepared on the basis of merit list of IPOs. It has nothing to do with date of promotion to ASPs in different circles, as promotion to ASPs are given by Circle and not by Dte. so if any circle gives promotion to ASP early or late, it does not affect the seniority of IPOs. Gradation list of IPOs are based on merit list published by either SSC (for direct recruit) or Dept. of Post (for Deptl. examinees). Likewise we the stenographers are mostly recruited through SSC, and steno’s Grade III seniority list are prepared strictly on the basis of merit list sent by SSC. This system is practiced in Circles already and it must be followed by the Dte. also. Promotions are given by different circles in Steno Gr. II or Gr. I earlier or later, should not taken into account because we are making All India Gradation list for PS among the stenographers all over India, who came first in Grade III.It is a matter of luck that any circle gives promotion earlier or any circle lags behind; this should be ignored. If grade II and grade I taken into account, many seniors who came into department first will become junior for the post of PS. What is the fault of Stenographers of a circle who delayed DPC for Grade II or I.I advocate for the Gradation List which is prepared on the basis of merit list published by SSC or DOP. This is highly logical and justified. There is no manipulation involve in this method. While judging seniority of any stenographers, his merit in the year of passing of SSC exam. (not date of joining), should be taken into account and mentioned before his name, like IPS gradation list. e.g.

Our demands

Grant of Dearness Relief to Central Government pensioners/family pensioners-revised rate w.e.f. 01.07.2011

OFFICE MEMORANDUM

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 1.7.2011.

The undersigned is directed to refer to this Department’s OM No. 42/15/2011-P&PW(G) dated 29th March, 2011 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 51% to 58% w.e.f. 1st July, 2011.

2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (V) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. In terms of this Department’s OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008-P&PW(B) dated 15.9.2008.

3. Central Government Employees who had drawn lumpsum amount on absorption In a PSU/Autonomous body and have become eligible to restoration of 1/3 commuted portion of pension as well as revision of the restored amount in terms of this Department’s OM No.4/59/97-P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 58% w.e.f. 1.7.2011 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lumpsum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down in para 5 of the O.M. dated 14.07.98. in this connection, Instructions contained in this Department’s OM No.4/29/99-P&PW (D) dated, 12.7.2000 refer.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR In respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained In this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension, will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be Issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and Authorised Public Sector Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (II) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders Issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department of Expenditure conveyed vide their OM No. 1(4)/EV/2004 dated 5th October, 2011.

Payment of Dearness Allowance w.e.f. 01.07.2011

Subject: - Payment of Dearness Allowance to Central Government Employees - Revised Rates effective from 1.7.2011.

The undersigned is directed to refer to this Ministry's Office Memorandum No.1(2)/2011-E-II(B) dated 24th March, 2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced form the existing rate of 51% to 58% with effect from 1st July, 2011.

2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No.1(3)/2008-E-II (B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Audit General of India.
