Agenda for the next meeting of National Anomaly Committee (NAC) to be held on 5th January, 2012, published in the AIRF website

The fourth meeting of the National Anomaly Committee to discuss the anomalies arising out the implementation of the recommendations of the 6th Central Pay Commission is scheduled to be held on Thursday, the 5th January, 2012 at 3.00 P.M. in Room No.119, North Block, New Delhi, Secretary, Department of Personnel & Training will chair the meeting.

As per 3rd NAC, official side stated that there is no pending anomoly in the Scales of Steno /PS. But CSS PS are getting GP of 4800. It came to know that their file in DOPT is cleared for 5400 GP in CSSS. But what about the PS in Non-secretariat organisations, they are still getting GP of 4600. When these anomoly will be settled. Our so called Stenos Associations should brought this anomoly in the 4th NAC to be held on 5.1.2012 and should see that natural justice in bringing same GP to same post.

This is a good chance for rejuvenating the demands of Stenographers. It is wrongly interpreted that Stenographers’ case is a merger case. In fact, it is a case of upgradation. The favourable recommendations of VI CPC in respect of the Stenographers have not been properly understood and implemented by the Government. It is a fact that VI CPC has merged the pay scales of employees in the pay scales of s.5000-150-8000, 5500-175-9000 and 6500-200-10500. This is applicable to all those who were in these scales. There is no doubt about it. Though Stenographers of Grade II/Grade I and ACP-I also fall in this category, at the same time the VI CPC has made specific recommendations for Stenographers vide para 3.1.14 as follows:

“In accordance with the principle established in the earlier paragraphs, parity between Field and Secretariat is recommended. This will involve merger of few grades. In the Stenographers cadre, the posts of Stenographers Grade II and Grade I in the existing scales of Rs.4500-7000/Rs.5000-8000 and Rs.5500-9000 will, therefore, stand merged and be placed in the higher pay scale of Rs.6500-10500. In the case of ministerial post in non-Secretariat Offices, the post of Head Clerks, Assistants, Office Superintendent and Administrative Officers Grade III in the respective pay scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 will stand merged. The existing and revised structure in Field Organization will, therefore, be as follows:-

A critical difference between upgradation and merger as mentioned in para 3.1.14 has been established by the VI CPC. The VI CPC has upgraded the pre-revised pay scales of Stenographers viz. Rs.4500-7000/Rs.5000-8000 and Rs.5500-9000 and recommended to stand merged and be placed in the higher pay scale of Rs.6500-Rs.10500. In the same para, the CPC has recommended for merger of the pay scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 belonging to the posts of Head Clerks, Assistants, Office Superintendent and Administrative Officers Grade III in ministerial posts in non-secretariat offices. While the case of Stenographers is upgradation, the latter is a mere merger.

As mentioned above, Para 3.1.14 of the VI CPC Report clearly states that the Stenographers in the scale of pay of Rs.5000-8000 and 5500-9000 should be fist elevated to the scale of pay of Rs.6500-10500 as on 1.1.2006 and allowed the corresponding pay in the PB-2 of Rs.9300-34800 with Grade Pay Rs.4200. In order to maintain parity among the non-Secretariat and CSSS Stenos in accordance with the accepted recommendation of the VI CPC, all the stenos ought to have been placed in the scale of pay of Rs.6500-10500 (V CPC scale) and after bringing to the said scale, while implementing the VI CPC Recommendations their pay should have been fixed in the revised minimum basic pay of Rs.16290/- in the fitment table of S-12.

I request our GS of AIPSA to take it up immediately with the concerned staff representatives and JCM. It could be a good beginning for the GS of Stenographers’ Confederation also to take it up with the staff representatives and draw their attention.
Apart from this, I request the leaders to take action to utilize the reddressal mechanism provided for eliminating the disadvantage caused by MACPS. A Grade III STeno should get Rs.4200 on getting 1st MACPS. The DOPT has called for reports on this. (I have given full details in my earlier comments). It is the urgent need of hour to put in relentless efforts. I request the leadership to take action for permanent solutions in the broader interests of cadre.

Yes, it is a golden chance to present our case forcefully/ logically before NAC.

Mr. Krishnamurthy has meticulously elaborated the recommendation of para 3.1.14 of VI CPC, which was accepted and notified by the Govt. His interpretation leaves no scope of any confusion.

3.1.14 has just 4 sentences and its interpretation should not be a difficult task. Viz.
(i) Parity between field and secretariat is recommended in accordance with earlier paras i.e. paras 3.1.1, 3.1.2 ........ to 3.1.13).
(ii) In case of stenographer cadre scales of Rs. 4500-7000 / 5000-8000 / 5500-9000 will merged and be placed in Rs. 6500-10500 i.e. merger + upgradation.( to maintain parity steno in scale 5000-8000/5500-9000 should first be fixed in revised min. basic pay of Rs. 16,290/- in the fitment table of S-12 on 01.01.2006).
(iii) In case of ministerial post Head Clerks, Assistants, Office Supdt. and Admn. Officer Gr. II pay scale of 5000-8000/ 5500-9000 and 6500-10500 will stand merged i.e. merger only, no upgradation.

GS, AIPSA, should present this stand forcefully before the NAC.

The Secretary, AIPSA should write to Chairman, National Anomaly Committee to call him as a representative of AIPSA and place our grievances before him. Unless we make a representation in NAC, no will take up our matter in the NAC.

I have been noticing and hearing that people talk of higher grades. Please remember one thing, unless we fix the Grade Pay of Rs.4200/- to Grade-III Stenographers, it is not at all possible to get Rs.5400/- Grade Pay to P.S. Let us raise our voice in only one way that is parity with CSSS people. Once this is accepted, everything will be settled. But, our leaders are taking too many issues in too many voices, which may led to no way. Progress starts from feeder cadre not from PS cadre. Remember, we are all recruited as Grade_III only at the initial stage. Now you may be PS or PPS but what is our feeder cadre, which has to be taken into account all the time.

The technical action required on merging and upgradation of a pay scale are quite different under FR read with C&AG and GI decisions. Suppose if a scale of Rs.330-10-360-12-560 and Rs.425-15-700 is merged and a government servant who join in Rs. 330-10-360-12-560 and completed 3 years service his pay can fix at Rs.425. Whereas if the same scale of Rs. 330-10-360-12-560 is upgraded to Rs. 425-15-700 the pay of the same government servant shall be fixed at Rs.470 i.e. 425+15+15+15=470. Therefore, as on 1-1-2006 i.e. the date of upgradation of Steno II,I Scale to PS Scale, the above cited regulation should be done in the pre-revised scale and based on this fixed pay, fitment table of VI CPC be applied. However, Alok Saxena's OM dated 13-10-2008 regulated some other ways. This OM dated 13-10-2008,is, however, not used in case of Assistants and PAs of Central Secretariat and Alok Saxena allowed to regulate pay based on pre-revised pay structure to them. If Stenos of Subordinate Offices also properly place these points to proper forum JCM,Government,CAT etc. I hope some fruits could be reaped. M. Rameshwar Singh, AG Manipur

In the "Our Demands" portion of AIPSA website it is written as follows:-
In this connection it is to b
Our demands
1) Total Pay Parity with Central Secretariat Stenographers right from 2006;
2) Upgradation of GP of Grade-III from Rs.2400/- to Rs.4200/-;
3) Change of nomenclature;
4) Modify MACP rulings and grant 1st MACP as Rs.4200/-;
5) Restructring of Stenographic cadre;
6) Timely conduct of DPCs for promotion to PS/Sr.PS cadre in various departments;
7) Re-issue model recruitment rules by upgrading the GP of Grade-III to Rs.4200/-.
In this connection I request you to kindly note the item number 4 above, which states Rs. 4200/- GP as 1st MACP. Sir, when we are demanding Grade Pay of Rs. 4200/- for Grade III itself, I think we should demand Rs. 4600/- as 1st MACP.
As regards Item number 6 above, Timely conduct of DPC for promotion to PS / Sr. PS cadre. But Sir, non-conducting of DPC is not confined to PS and Sr PS only. I am waiting for my first promotion as Grade II Steno "since long" though clear cut vacancy is there. I request you to insist the Department on conducting DPC at all levels.
