Central Working Committee Meeting

The Central Head Quarters of AIPSA informed that the Central Working Committee of AIPSA will be held at Vijayawada (Andhra Pradesh) on 11th/12th December 2010. All CWC members/Circle Secretaries of AIPSA will attend this meeting. This meeting will discuss and take important decisions on the following issues. All members are requested to send their views/suggestions, so that we can make the CWC more live/effective.
1. Anomalies in our cadre (i) due to implementation of 6 CPC
(ii) due to misinterpretation of rulings/instructions
2. Restructure of cadre – suggestions and views
3. Filing of case in CAT – Effective suggestions are invited.
4. Organizational setup

Leave Travel Concession-Guidelines

1. He should ensure that his home town is correctly indicated in his service records. Otherwise he should take action to have his home town entered therein.
2. Whenever he intends to avail of the concession under this scheme, he should inform the Controlling Officer before commencement of the journeys.
3. When he intends to avail of the concession to visit “anywhere in India” by himself or by any member(s) of his family, he should declare the intended place of visit to the Controlling Officer. The official and / or member(s) of the family must visit the place to become eligible for reimbursement of the claim.
4. If there is any change in the intended place of visit, he should intimate the same to the Controlling Officer before the commencement of the journey.
5. He should produce evidence of his having actually performed the journey, for example, serial numbers of Railway tickets, etc.
6. If he takes an advance under this scheme, he should ensure that the outward journey is commenced within 30 days from the date of grant of the advance, or refund the full advance. In case of journeys by rail, advance can be drawn sixty days before the proposed date of outward journey. In all cases, Railway/Bus tickets should be produced within ten days of drawal of the advance.
7. He should see that half the advance is refunded if the period of absence exceeds 90 days.
8. He should prefer the bills adjusting the advance taken within one month from the completion of the return journey. In all cases, the claim will stand forfeited or deemed to have been relinquished if the same is not preferred within three months of the return journey.

In Kerala-Issue is transfer of officers but tension is about grade pay of Stenographers.

The Postal Officers Association of Kerala Circle has taken up the issue of transfer of divisional Superintendents to various places.  Group-B officers in Kerala also feel that they are already demoralised by equating their grade pay with that of Stenographers. An extract of Circle Secretary's letter is furnished below for information about the mentality of our protectors (?)
"Postal Officers Association India, Kerala Circle strongly protests the onslaught on Divisional Superintendents by PMG Northern Region by way of irrational and indiscriminate transfers............. . Gr.B officers are already demoralised as they are put on par with their Stenographers for drawal of grade pay and other related issues. The present action of the PMG will further demoralise the officers and will adversely affect the business prospect of the divisions........  Sd/- Circle Secretary,Postal Officers Association,Kerala. Pay parity-reg.

This is regarding pay parity of Stenographers of Postal Department with Central Secretariate Stenographrs recommended by 6th Central Pay Commission.

Shri Gurudas Kamat, Hon'ble Minister of State for Communications & Information Technology, Government of India vide his letter dated 5th August 2010 addressed to our General Secretary, AIPSA intimated that "the recommendations of the 6th Central Pay Commission as contained in para 3.1.14 of the Commission's Report in respect of office staff working in the organisations outside the Secretariate (including Stenographers) has been implemented by the Government vide Sl.II Section II, Part-B of the First Schedule to the CCS (RP) Rules 2008".

Accordingly the matter is taking up with the D.G. Posts for implementation of the same at the earliest.

Message from CS, AIPSA, Kerala

We viewed the concern expressed by one member of IP/ASP Association regarding Government’s move to grant upgraded grade pay to Stenographers working in Subordinate Offices. Perhaps all may not be knowing that the Stenographers are technically qualified and they entered in the department after a stiff competitive examination conducted by UPSC/SSC. Even LDCs (in some cases GDS) happened to reach in Supervisory/Officer level by qualifying departmental examinations. There are instances to cite that many Clerical staff with matriculate background reached up to Officers level in Postal/various departments by writing departmental examinations. But we the Stenographers have no chance to appear for any examination.

The fifth CPC denied justice to Stenographers working in subordinate offices; but with our united fight the 6th CPC partially accepted the genuine demands put forth by Stenographers. In fact our demand was to equate Stenographers working in subordinate offices with that of Central Secretariat Stenographers. But the benefits were extended to the Central Secretariat Stenos only though 6th CPC had strongly recommended Central Secretariat parity

The Stenographers neither grabbed any pay benefits of any other cadres nor interested to take away anybody’s benefits. We feel that the concern expressed by the All India Postal ASPs/IPs Association of Kerala in their blog in getting higher grade pay to Stenographers is against the true spirit of trade union interests. It may be mentioned that except in Postal Department the starting GP of Inspectors in various Central Government Departments is Rs.4600/-. But it is not known why our colleagues in Postal Department were ignored. We advise them to fight for this right cause--- No doubt, our cadre will stand with you. Jai Trade Union Unity.

Annual Performance Assessment Report

Department of Personnel and Training in OM No 21011/1/2005-Estt(A)(Pt-II), dated 14.5.2009 has issued orders to replace the exisiting ACR with Annual Performance Assessment Report (APAR). The important points mentioned in the OM are reproduced below:-

(i) The existing nomenclature of the Annual Confidential Report will be modified as Annual Performance Assessment Report (APAR).

(ii) The full APAR including the overall grade and assessment of the integrity shall be communicated to the concerned officer after the Report is complete with the remarks of the Reviewing Officer and Accepting Authority wherever such system is in vogue. Where Government servant has only one supervisory level above him as in the cse of personal staff attached to officers, such communication shall be made after the reporting officer has completed the performance assessment.

(iii) The section entrusted with the maintenance of APARs after its receipt shall disclose the same to the officer reported upon.

(iv) The concerned officer shall be given the opportunity to make any representation against the entries and the final grading given in the Report within a period of fifteen days from the date of receipt of the entries in the APAR. The representation shall be restricted to the specific factual observations contained in the report leading to assessment of the officer in terms of attributes, work output, etc. While communicating the entries, it shall be made clear that in case no representation is received within the fifteen days, it shall be deemed that he/she has no representation to make. If the concerned APAR Section does not receive any information from the concerned officer on or before fifteen days from the date of disclosure, the APAR will be treated as final.

(v) The new system of communicating the entries in the APAR shall be made applicable prospectively only with effect from the Reporting Period 2008-09 which is to be initiated after 1st April 2009.

(vi) The competent authority for considering adverse remarks under the existing instructions may consider the representation, if necessary, in consultation with the reporting and/or reviewing officer and shall decide the matter objectively based on the material placed before him within a period of thirty days from the date of receipt of the representation.

(vii) The competent authority after due consideration may reject the representation or may accept and modify the APAR accordingly. The decision of the Competent Authority and the final grading shall be communicated to the officer reported upon within fifteen days of receipt of the decision of the competent authority by the concerned APAR Section.

Initial Grade Pay of Rs.4200/-

All of you are aware that we are fighting for the following:-

(i) Initial Grade Pay should be upgraded - i.e. at the recruitment level
(ii) Absolute parity with CSSS/Railway Board Stenographers
             In this regard, during the Departmental Anomaly Committee meeting held yesterday in Railway Board's Office, upgrading the initial GP was discussed. It was demanded that the initial Grade Pay should be upgraded to Rs.4200/- as recommended by the VI Pay Commission. The administration insisted on revising the minimum prescribed qualification as Graduation and Stenography. This was agreed for future recruitments. The proposal of granting higher GP for initial grade has been sent to Finance Ministry.

Grant of advance increments to Stenographers

Subject:- Grant of advance increments to Stenographers in Subordinate Offices for acquiring higher speed in short-hand - Acceptance of Award of BOA - regarding.

In accordance with the provisions contained in the Ministry of Finance (Department of Expenditure) O.M.No.7(31)E-Ill(A)/75,  dated 4.10.1975 and this Department's 0.M of even number dated 14.8.1969, Stenographers (Ordinary Grade) in Subordinate Offices in the pay scale of Rs.1200-2040 (pre-revised) were granted one or two advance increments respectively on qualifying short hand speed test at 100 or 120 wpm, both at recruitment stage and while in service. It was clarified vide OM dated 14.8.1989 that these advance increments will not count as pay for allowances and as emoluments for pension/gratuity.

2. A demand was raised by the Staff Side in the National Council (JCM) that the OM dated 14.8.1989 may be withdrawn and the advance increments granted to Stenographers (Ordinary Grade) in Subordinate Offices be treated as pay for all purposes. The demand of the Staff Side was referred to the Board of Arbitrarion in CA Ref. No.5 of 2004 which gave the following Award on 16.9.2005:

'The advance increment sanctioned to the Stenographers in the Subordinate Offices as an incentive for passing the speed test of 100 w.p.m and 120 w.p.m. should be treated as pay for all purposes."

3. The question of implementation of the above Award has been considered in consultation with the Ministry of Finance and the President is pleased to accept the Award in CA Reference No.5 of 2004. Accordingly, it has been decided that the advance increments granted to the Stenographers (Ordinary Grade) in Subordinate Offices in terms of the provisions contained in Ministry of Finance's OM dated 4.10.1975 shall be treated as pay for all purposes. Past cases decided otherwise may be regulated accordingly. This Department's OMS dated 14.8.1989 and 30.1.2001 shall be treated as amended to thls extent.

4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

5. Ministry of Finance etc, are advised to bring the above decision to the notice of all concerned under them for their proper action and guidance.

DA rate enhanced from 27% to 35% from 01.01.2010 onwards:

 Union Cabinet approved payment of another installment of Dearness Allowance to the Central Government Employees and Dearness Relief to Pensioners @ 8% from 01.01.2010 onwards raising the same from 27%  to 35%.

Model Recruitment Rules for Stenographers Grade-II.


Consequent on merger of Pay Scales of both Stenographers Grade I and II who were placed in PB-2 with Grade Pay 4200/- the Stenographers Grade III in pre-revised scale of pay of 4000-6000 now placed in PB-1 with Grade Pay 2400 are re-designated as Stenographers Grade II in the Model Recruitment Rules

Pay structure-Central Secretariat

Central Secretariat Stenographer service - pay structure of various levels:

The above is the pay structure of Central Secretariat Stenographers revised as per 6th Central CPC. Now the latest development is that as per Ministry of Expenditure Order No. 1/1/2008-IC dated 16.11.2009 endorsed by Department of Personnel and Training letter No. 7/7/2008-C.S.I (A) dated 21.12.2009 the Grade Pay of all Grade ‘C’ Stenographers/Personal Assistants have been changed from Rs.4200/- to Rs.4600/- with effect from 01.01.2006. 

But the rationale behind giving this new upgradation of Grade Pay of Rs.4600 to Grade II Stenographers of Central Secretariat Cadre was that the Grade II/Grade C /Personal Assistants of Central Secretariat Service was in the Pay Scale of Rs. 6,500-200-10,500 prior to 1.1.2006. Just because of this advantage Ministry of Personnel has given upgradation of Grade Pay from Rs.4200/- to Rs.4600/- to them among other similarly placed categories of employees working in the operating field.
