Govt approves 55% hike in wages of Gram Dak Sevaks

The Cabinet also decided that the annual hike at the rate of 3% will be provided and the same may be given on January 1 or July 1 of every year as the case may be based on the one-time written request of Gram Dak Sevaks.
The Cabinet on Wednesday approved the proposal of the Department of Posts to hike wages of Gram Dak Sevaks (GDS) by more than 55%, a move which will benefit around 3.07 lakh GDS. As part of the wage hike, the government has rationalised the time-related continuity allowance structure and slabs. Also, Gram Dak Sevaks have been brought under two categories — branch postmasters (BPMs) and other than branch postmasters, assistant branch postmaster (ABPMs).
Speaking to reporters after the meeting, telecom minister Manoj Sinha said gram dak sevaks who were getting Rs 2,775 will now get Rs 12,500 per month, while those being paid Rs 4,115 will get Rs 14,500. These revised wages will come with arrears with effect from January 1, 2016 in a single installment.
“The revision in the wage structure would entail an estimated expenditure of Rs 1,257.75 crore (non-recurring expenditure of Rs 860.95 crore and recurring expenditure of Rs 396.80 crore) during 2018-19,” an official statement said.
The Cabinet also decided that the annual hike at the rate of 3% will be provided and the same may be given on January 1 or July 1 of every year as the case may be based on the one-time written request of Gram Dak Sevaks.
On the benefits of the wage hike, Sinha said a higher remuneration will increase the sense of responsibility. Moreover, with the rollout of the India Post Payment Bank, the GDS network is expected to play a key role in financial inclusion of the rural population.
At present, around 1.29 lakh extra-departmental branch post offices are primarily being manned by GDS branch postmasters. In addition, GDS other than branch postmasters are working in various branch, sub and head post offices. India has a network of more than 1.55 lakh post offices.

GDS Strike Period as ‘No Work No Pay’

Dear CPMG,
          Happily the fortnight-long Strike of Gramin Dak (GDS) has come to an end. Now before us is the urgency to restore normalcy of operations. Standing instructions in this regard are available with you. You may consult them and apply as the situation demands to clear the accumulated mails including COD, Speed Posts, etc. The next important task that comes to my mind is the resumption of roll out of our DARPAN project. This is one such project which can make a of difference in the way we are serving the public. We must put in extra effects to roll them them out by compensating the delay that had come the last fortnight.
The other important aspect that comes to my mind is the of reverue. Cessation of rural postal business for a fortnight should have an impact on revenue, but if we work with right earnest from today, we will be able to make up for the loss. The instructions on “no-work-no-pay” are already there and hence need not reiterate it. However, while applying the standing instructions, it should be in our priority that we do not do it with a of reprisal. If the Staff Side a meeting in this connection, that may granted, but the instructions on the Subject cannot be tweaked.
2. During the last fortnight, the number of complaints in all channels has gone up — whether it is Twitter Sewa or India Post Helpline or CCC or CPGRAMS. It will help if you immediately take a stock of all those and settle them sincerely. By this the Department as a whole can prove its resilience.

Selection Process
  • The category-wise minimum level of suitability in interviews, irrespective of whether the selection is made only by interview or by Recruitment Test followed by an interview, will be UR-50 marks, OBC-45 marks, SC/ST/PH-40 marks, out of the total marks of an interview being 100.
  • In cases where the selection is made by Recruitment Test (RT) followed by the interview, the candidate will have to achieve a minimum level of suitability in their respective category at both stages i.e. ‘Recruitment Test’ as well as ‘Interview’. The minimum level of suitability in the case of RT shall be decided by the Commission on the case to case basis. 

Application Fee: Candidates are required to pay a fee of Rs. 25/- (Rupees Twenty five) only either by remitting the money in any branch of the SBI by cash or by using net banking facility of the SBI or by using visa/master credit/debit card. No fee for SC/ST/PH/Women candidates of any community. No "fee exemption" is available to OBC male candidates and they are required to pay the full prescribed fee. Applications without the prescribed fee would not be considered and summarily rejected. No representation against such rejection would be entertained. (d) Fee once paid shall not be refunded under any circumstance nor can the fee be held in reserve for any other examination or selection. 

How to Apply: Candidates must apply online through the website http://www.upsconline.nic.in. Applications received through any other mode would not be accepted and summarily rejected. Candidates must upload documents pertaining to educational qualifications and experience (preferably in the prescribed format), if any, as claimed in the online application, in a single pdf file in such a way that the file size does not exceed 2 MB and is legible when a printout is taken. For that, the applicant may scan the experience certificate in 200 dpi grey scale. Documents like Pay Slip, Resume, Appointment Letter, Relieving Letter, Unsigned Experience Certificate etc. must not be uploaded in the Document Upload Module.

The report of the GDS Committee is likely to be implemented very shortly. In this connection the competent authority has directed that payment of arrears on account of TRCA may be made through Post Office Savings Accounts Only. Therefore, I am directed to request you to ensure opening of SB Accounts for every GDS at their Post Office before 15/06/2018. Compliance report may be submitted to the Dte by 15/06/2018

O/o Pr. Chief Controller of Accounts (PCCA), CBDT may refer to their U.O. Note dated 20.04.2018 seeking clarification from this Department as to whether CGST/SGST is payable in addition to the entitled amount of hotel accommodation as mentioned in this Department’s OM dated 13.07.2017. 
2. In this regard, it is clarified that the ceiling prescribed in para 2E(i) of the Annexure to this Department’s OM No. 19030/1/2017-E.IV dated 13.07.2017 in r/o hotel accommodation/guest house, is exclusive of all taxes and these taxes shall be reimbursed to the Govt. employee over and above the ceiling limit.

The ceiling for reimbursement of hotel charges will further rise by 25 percent whenever DA increases by 50 persent
