Dear colleagues, 

I have been told that during meeting with Secy Post on 21.03.2018, PS post will be made circle cadre.

I have to say on this matter that was this issue passed in the final resolution in the previous AIC ? Before taking any major issue with administration the GS should take approval of the General body of AIPSA.

In my opinion, if PS post will be made circle cadre it will hamper the promotional prospect of stenographers in smaller circles. As the number of post of PMG/CPMG  is less in smaller circle therefore the senior stenos in smaller circle  will lag behind in comparison to their juniors (as per Gradation list of grade I stenos)  in larger circles. They will never become Sr. PS.

I, therefore, request the GS to convince stenos in smaller circles that their promotional prospect will not be compromised, only then take this issue with the Dte.

Dear friends,

            It is pleasure for us that Secretary Post has invited AIPSA for periodical meeting with union representatives, scheduled on 21.03.2018 at Delhi. It is first time in the history of AIPSA.

            We should discuss among ourselves the issues which will be raised by our representatives in the meeting. Mr. Amit Dutta and Mr. Harisuthan are scheduled to attend this meeting.

            In my opinion the following issues can be included in the agenda of AIPSA:

Problem: After the Cadre re-structuring the number of post of PS was raised upto four times; it was temporary pleasure for us. But when it was implemented we found that accepting PS promotion, we get loss. The Grade I steno who accepted PS promotion, he has to sustain loss of  Rs 14,000/-  per annum as Bonus if he was posted in the same town where he was posted. If he is posted outside his choicest (almost most of the grade I stenographers have settled in their choicest town)  he will get loss more than one lakh as double establishment. Due to this  reason most of Grade I stenos who offered PS have declined to accept promotion.

When I alongwith Amit Dutta met DG Sri Ashutosh Tripathi in his chamber I told him the above fact wherein a person gets loss after promotion, he laughed at this ‘funny’ promotion and asked what do you want from him ?

Action:A proposal should be processed to upgrade the post of PS attached with PMG to the rank of Sr. PS. This way we can increase the post of Sr. PS.

Problem: Grade II Stenos: Previously a steno in grade pay Rs. 2400 can get promotion (in GP Rs. 4200)  in 5 yeas if seat was vacant. But in the recent RR they can get promotion after 10 years. Thus their promotion prospect is badly hampered.

Action: This matter should be taken with the Postal Dte. as well as DOPT to rectify the error in the RR and period of promotion from grade II to Grade I should be fixed as 5 yeas, as was in previous RR.

7th CPC Anomalous Situation: Definition of Anomaly – DoPT

Setting up of Anomaly Committee to settle the anomalies arising out of the implementation of the Seventh Pay Commissions recommendations – extending the scope of definition regarding.

Subject: Setting up of Anomaly Committee to settle the anomalies arising out of the implementation of the Seventh Pay Commission’s recommendations — extending the scope of definition regarding.
The undersigned is directed to refer to DoPT’s Office Memorandum of even number dated 20/02/2017 on the subject as cited above, and to incorporate the following further modification in the definition of what would constitute an anomaly:
“where the amount of revised allowance is less than the existing rate or any other anomaly observed while implementing the revised allowance”
2. With the incorporation of the above para in the OM, the definition of anomaly will read as follows:-
(1) Definition of Anomaly
Anomaly will include the following cases
a) Where the Official Side and the Staff Side are of the opinion that any recommendation is in contravention of the principle or the policy enunciated by the Seventh Central Pay Commission itself without the Commission assigning any reason;
b) Where the maximum of the Level in the Pay Matrix corresponding to the applicable Grade Pay in the Pay Band under the pre-revised structure as notified vide CCS(RP) Rules 2016, is less than the amount an employee is entitled to be fixed at, as per the formula for fixation of pay contained in the said Rules;
c) Where the Official side and the Staff Side are of the opinion that the vertical and horizontal relativities have been disturbed as a result of the 7th Central Pay Commission to give rise to anomalous situation.
d) Where the amount of revised allowance is less than the existing rate or any other anomaly observed while implementing the revised allowance
3. The rest of the contents of the OM issued by DoPT under reference no. No.11/2/2016-JCA dated 16.08.2016 shall remain unchanged.
