नई दिल्ली 29अप्रैल: सांतवे वेतन आयोग द्वारा सिफारिश की गई 'भत्तो की जाँच के लिए गठित लवासा कमिटी' ने लगभग 10 महीने बीत जाने के बाद अपनी रिपोर्ट वितमंत्री अरुण जेटली को सौप दी है. हालांकि केंद्रीय कर्मचारी अभी भी वेतन वृद्धि एवं संशोधित भत्तो के लिए केबिनेट के फैसले का बहुत ही उत्सुकता से इंतजार कर रहे हैं.
वित्तमंत्री अरुण जेटली को वित्त सचिव अशोक लवासा की अगुवाई वाली भत्तो की जाँच के लिए गठित "लवासा कमिटी' के रिपोर्ट सौपें जाने के बाद अब इस रिपोर्ट की समीक्षा इमपावर्ड कमिटी द्वारा की जायेगी और उसके बाद इसके ही मंत्रिमंडल के समक्ष रखा जाएगा. अशोक लवासा समिति का गठन पिछले साल जून में सरकार द्वारा सातवें वेतन आयोग की सिफारिशें लागू किए जाने के बाद किया गया था.
राष्ट्रीय संयुक्त कार्य परिषद (एनजेसीए) के प्रमुख श्री शिवगोपाल मिश्रा का कहना है, क‍ि वित्त मंत्रालय को अंतिम रिपोर्ट सौपें जाने के बाद अब अगली कवायद में कम से कम 15 दिन का समय लग सकता है. अर्थात मामले में अभी कम-से-कम 1 महीने की देरी है. ऐसा कहा जा सकता है की अगर अब सबकुछ सामान्य रहा तो जून, 2017 के वेतन में केंद्रीय कर्मचारी नए दर से भत्ते पा सकेंगे.

हाल में ही आई विभिन्न मीडिया रिपोर्ट के अनुसार, केंद्र सरकार जल्द ही लगभग 55 लाख पेंशनरों के लिए 5000 करोड़ पैकेज का एलान कर सकती है, लेकिन इधर भत्तो की जाँच के लिए गठित "लवासा कमिटी' के रिपोर्ट सौपें जाने के बाद अब देखना है की पहले कर्मचारी की या फिर पहले पेंशनर की झोली में सांतवे वेतन आयोग द्वारा सिफारिश की गई का लाभ मिलता है. 
वेतन समिति ने अभिनय, खजांची की सहायता, साइकिल, मसाला, उड़न दस्ता, हेयर कटिंग, राजभाषा, राजधानी, पोशाक, जूता, शॉर्टहैंड, साबुन, चश्मा, यूनिफार्म, सतर्कता और धुलाई जैसे भत्तों को समाप्त करने या उन्हें समाहित करने का सुक्षव दिया था. जेटली को रिपोर्ट सौंपने के बाद लवासा ने कहा कि समिति ने विभिन्न संबंधित पक्षों द्वारा दिए गए सुझावों पर ध्यान दिया है. 
वेतन आयोग ने 196 भत्तों में से 52 को पूरी तरह समाप्त करने और 36 अन्य को अन्य बड़े भत्तों में समाहित करने का सुक्षाव दिया था। ख़बरों के अनुसार लवासा समिति ने आवास किराया भत्ते (एचआरए) में 8 से 24 प्रतिशत की वद्धि का वेतन आयोग की सिफारिशों को ही रखा है । हालांकि केंद्र सरकार ही सरकारी कर्मचारियों को संशोधित भत्तों के भुगतान की तारीख पर अंतिम फैसला करेगी. 
बता दें कि सातवें वेतन आयोग द्वारा केन्द्रीय कर्मचारियों को दिए जाने वाले कई भत्तों को लेकर असमंजस की स्थिति है। नरेंद्र मोदी सरकार ने 2016 में सातवें वेतन आयोग की सिफारिशों को मंजूरी दी थी और 1 जनवरी 2016 से 7वें वेतन आयोग की रिपोर्ट को लागू किया था। लेकिन, भत्तों के साथ कई मुद्दों पर असहमति होने की वजह से इन सिफारिशें पूरी तरह से लागू नहीं हो पाईं। अब जब अशोक लवासा समिति ने अपनी रिपोर्ट सरकार को सौंप दी है और जल्द ही वित्तमंत्री अरुण जेटली इस रिपोर्ट पर कोई अंतिम फैसला सरकार की ओर से ले लेंगे.

New Delhi: A high-level committee headed by finance secretary Ashok Lavasa on Thursday submitted its report on allowances to 47 lakh central government employees to finance minister Arun Jaitley. The Ashok Lavasa committee was constituted in June last year after the government implemented the recommendations of the 7th Pay Commission.
The Pay Commission had recommended abolition of, or subsuming of, allowances like acting, assisting cashier, cycle, condiment, flying squad, haircutting, rajbhasha, rajdhani, robe, shoe, shorthand, soap, spectacle, uniform, vigilance and washing.
After submitting the report to Jaitley, Lavasa said the committee has taken into account representations made by various stakeholders. The report will now be examined by the empowered committee of secretaries and following that it will be placed before the Cabinet, he said.
Out of total 196 allowances, it had recommended abolition of 52 and subsuming of another 36 into larger existing ones. The Pay Commission had recommended hiking the HRA in the range of 8-24%.
If the 7th Pay Commission recommendations on allowances are implemented fully, then as per estimates the cost to the exchequer will be Rs29,300 crore.
Lavasa said the government will take the final call on the date of payout of revised allowances to government employees.

written and practical parts of the final M.B.B.S. Examination.

Age Limit: A candidate for this examination must not have attained the age of 32 years as on 1st August, 2017, i.e. the candidate must have been born not earlier than 2nd August, 1985.

Fees: Candidates (Excepting Female/SC/ST/PH candidates who are exempted from payment of fee) are required to pay of fee of Rs. 200/- (Rupees Two Hundred only) either by depositing the money in any Branch of SBI by cash, or by using net banking facility of SBI, State Bank of Bikaner &
Jaipur/State Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala/State Bank of Travancore or by using Visa/Master Credit/Debit Card.

Physical and Medical Standards: Candidates must be physically and medically fit according to the
physical/medical standards for the Combined Medical Services Examination 2017 as per regulations contained in Appendix III to the Rules of the Examination.

Educational Qualification:

·         Only those candidates are eligible to appear in the GSET who have completed/are studying in the final year or semester of a UGC specified Master' s degree.
·         Candidates who have secured at least 55% marks (General) (without rounding off) in Master’s Degree OR equivalent examination from universities/institutions recognised by UGC in Humanities (including languages) and Social Science, Computer Science & Applications, Sciences are eligible for this Test. The Other Backward Classes (OBC) belonging to non-creamy layer / Scheduled Caste (SC)/Scheduled Tribe (ST)/ Physically Handicapped (PH)/ Visually Handicapped (VH) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree or equivalent examination are eligible for this Test.

Age Limit : There is no upper age limit.

Application Fees : The candidate should download and fill the Bank Challan Form in triplicate
(Bank Copy, GSET Copy & Candidate's Copy) and after 24 hours of generation of challan,
submit it in any branch of Corporation Bank, within the State of Gujarat or outside State of
Gujarat, along with the necessary Examination fee of Rs. 800/- (General & OBC) and Rs. 700/-
(ST/SC/PH) candidates, and the Bank fee of Rs.25/-. Please note that Fee submitted
through any other mode like Money Order, Cheque, Pay Order, IPO etc. will be summarily
rejected. "Online Registration for GSET Examination" is mandatory, immediately after the
payment of fee in the bank.

·         Paper-I shall be of general nature, intended to assess the teaching/research aptitude of the candidate. It will primarily be designed to test reasoning ability, comprehension, divergent thinking and general awareness of the candidate. Sixty (60) multiple choice questions of 2 marks each will be given, out of which the candidate would be required to answer any 50. In the event of the candidate attempting more than 50 questions, the first 50 questions attempted by the candidate would be evaluated.
·         Paper-II shall consist of 50 objective type compulsory questions based on the subject selected by the candidate. Each question will carry 2 marks.
·         Paper-III will consist of 75 objective type compulsory questions from the subject selected by the candidate. Each question will carry 2 marks.
·         All questions of Paper-II and Paper-III will be compulsory, covering entire syllabus (including all electives, without options).

The pay panel had recommended abolition of or subsuming of allowances like acting, assisting cashier, cycle, condiment, flying squad, haircutting, rajbhasha, rajdhani, robe, shoe, shorthand, soap, spectacle, uniform, vigilance and washing.
After submitting the report to Jaitley, Finance Secretary Ashok Lavasa said the committee has taken into account representations made by various stakeholders.

Consequent upon grant of another instalment of Dearness Allowance with effect from 1″ January, 2017 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/3/2008-E-II (B) dated 07.04 2017, duly endorsed vide this Department’s letter No. 8-02/2011-PAP dated 12.04.2017, the Gramin Dak Sevaks (GM) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2017. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 132% to 136% on the basic Time Related Continuity Allowance, with effect from the 1st January, 2017.
2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.
3. The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant.
4. This issues with the concurrence of Integrated Finance Wing vide their Diary No14/FA/2017/CS dated 27/04/2017.

7th Pay Commission – Final report on allowances in next few days, maximum HRA likely to be Rs 60,000

New Delhi: The Narendra Modi government is likely to bring some good news for over 47 lakh central government employees and 53 lakh pensioners by making a formal announcement on the revised structure for allowances under the Seventh Pay Commission in next few days.
As per media reports, the committee on allowances will submit its final report on Thursday (April 27), when the Finance Minister Arun Jaitley returns to the country after his visit to US and Russia.
The allowances form a sizeable amount of the salary drawn by a government employee.

The committee on allowances headed by Finance Secretary Ashok Lavasa that was set up to review the recommendations of the Seventh Pay Commission is understood to have finalised its report.
The 7th Pay Commission had earlier proposed the rate of House Rent Allowance (HRA) at 24 percent, 16 percent and 8 percent of the Basic Pay for Class X, Y and Z cities respectively.
The Commission had also recommended that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent.
The existing rates of HRA for Class X, Y and Z cities and towns are 30 percent, 20 percent and 10 percent of Basic pay (pay in the pay band plus grade pay).

Assumingly, if the Committee accepts the bare recommendations of A K Mathur-led 7th Pay Commission then the HRA component of central government employees will increase ranging between 106 percent and 122 percent.
Take, for instance, a central government employee at the very bottom of the pay scale, where the basic pay (pay of pay band + grade pay) is now Rs 7,000, would currently be entitled to an HRA of Rs 2,100 in a Class X city. As per 7th Pay Commission, the new entry level pay at this level is Rs 18,000 per month against which the new HRA for a Class X city would be Rs 4,320 per month, that is 106 percent more than the existing level.
Similarly, at the highest level of the pay scale, the Cabinet Secretary and officers of the same rank have a basic pay of Rs 90,000, which means they are entitled to current HRA of Rs 27,000 in Class X towns. After the revised pay scale, the new basic pay is Rs 2.5 lakh, for which the HRA would be Rs 60,000, meaning a hike of 122 percent.

In continuation of this Department’s letter of even number dated 19th April, 2017,   I am directed to inform that a meeting was held by the Senior Officers of the Department with the General Secretary of the All India Gramin Dak Sevaks Union (AIGDSU) and Union representatives.  In view of the discussions held therein,   AIGDSU has decided to defer the proposed indefinite strike   w.e.f. 25-04-2017.

2.       The Department will therefore not be operating the control Room w.e.f.  25-04-2017. This may please be given wide circulation at all levels.

Option for pay fixation in the 7th CPC Pay Matrix Level to the Railway employees

Sub: Option for pay fixation in the 7th CPC Pay Matrix Level to the Railway employees promoted during the period 01.01.2016 to 31.12.2016.
Please refer to your letter No.IV/NFIR/7th CPC (Imp)/2016/R.B./Part I dated 06.01.2017, wherein it has been demanded that opportunity for revision of option for those staff promoted after the date of notification of Rs(RP) Rules, 2016 (i.e 28.07.2016) and also for those staff promoted between 01.01.2016 and 31.12.2016 to switch over to 7th CPC Pay Matrix from the date subsequent to date of Railway Board’s notification be provided.
2. In this context it is stated that option for switching over to 7th CPC has been circulated and clearly specified under Rule 5 of Rs(RP) Rules, 2016. Further, instructions for exercising the revised option in respect of officials who had got promotion/financial upgradation and had already exercised the option between the date of effect of recommendation (01.01.2016) and date of promulgation of RS(RP) Rules, 2016 (28.07.2016) has also been issued vide Board’s letter RBE no.124/2016 dated 20.10.2016. It has already been notified under Rule 5 of RS(RP) Rules and further in the option form circulated along with RS(RP) Rules that the employee can elect to continue on Pay Band and Grade Pay of his substantive/officiating post until the date of his next increment/date of any subsequent incrment raising he pay to particular limit or from the date of his promotion/upgradation.
3. Form the above, it can be appreciated that employee can continue such time, till promotion or vacation of the post and no cut off date (like 31.12.2016) mentioned in the reference) has been specified. However, the option exercise is final and one time dispensation has been extended to those promoted between 01.01.2016 and 28.07.2016 can not be extended in other cases. Decision on permitting further revision of option once taken can not be taken unilaterally by Ministry of Railways alone and needs to be taken by Ministry of finance as it is a general policy matter pertaining to all Government employees.
