GPF interest rate reduced to 8% from October to December 2016

it was announced by Dept of Economic affairs, Ministry of Finance vide its resolution dated 03.10.2016  that during the year 2016-2017, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.0% (Eight per cent) w.e.f. 1st October, 2016 to 31st December, 2016. This rate will be in force w.e.f. 1st October, 2016."

Aadhaar now mandatory to get cooking gas subsidy

All LPG consumers have to furnish their Aadhaar card details by November 30 to continue availing subsidies.


After LPG, the Centre intends to bring Public Distribution System, rural employment guarantee scheme, pensions, Sarva Shiksha Abhiyan and national scholarships in the Aadhaar net. The move is intended to reduce fraud and result in savings for the government.

The step is seen as significant as there are 14 crore registered LPG users. In addition to that, oil firms will assist enrolment of consumers without Aadhaar.

If one connection per family with an average of four members is seen as the norm, the move will help target subsidies impacting more than 50 crore individuals.

The petroleum ministry issued the notification mandating Aadhaar on Monday following enactment of a new law which allowed the government to direct use of the UID number for availing of any benefits that required spending from the Central exchequer. "Care has been taken that those who do not have an Aadhaar number get time and facilities to acquire one. There are alternate IDs that will work and oil companies will provide enrolment facilities," said Unique Identification Authority of India chief executive officer Ajay Bhushan Pandey.

"Individuals desirous of LPG subsidies are hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication," the notification said. It also said that those who did not posses a number should visit the nearest enrolment centre. And, in areas where there are no centres oil marketing companies have been asked to provide the facility. The use of Aadhaar for LPG subsidy has not been mandated in Assam, Meghalaya and Jammu and Kashmir.

Till the time of Aadhaar enrolment, an individual would be entitled to subsidy if she presents a bank photo passbook or an Aadhaar enrolment slip if she is enrolled. The notification also said that other ID proofs such as a passport, driving licences, voter ID along with the request for enrolment would do. A third option is for an individual to give an undertaking that he or she is not availing of subsidy using another consumer number of any oil marketing company.

A committee is currently examining the 7th CPC recommendations on allowances and it will submit its report soon: Finance Secretary

The committee on allowances, which is looking into allowances, which was recommended by 7th Pay Commission, will soon submit its report, Union finance secretary Ashok Lavasa said during an interview.
“A committee headed by me is currently examining the Pay Commission’s recommendations on allowances and it will submit its report soon,” Lavasa said in the exclusive interview with The Economic Times.
The government constituted the committee in June, comprising finance secretary as Chairman and secretaries of Home Affairs, Defence, Health and Family Welfare, Personnel and Training, Posts and Chairman, Railway Board as Members to examine the 7th Pay Commission recommendations on allowances, other than dearness allowance.
  • The committee has been asked to submit its report within four months but it’s ready to submit its report even two months in advance.
  • Once the report is submitted, Finance Minister Arun Jaitley will take a call on hike in allowances, the sources in finance ministry said.
  • Last year, the pay commission headed by Justice A K Mathur had recommended abolition of 51 allowances and subsuming 37 others after examining 196 allowances.
The representatives of the employees unions had earlier conveyed to the government that they did not want it to approve the 7th Pay Commission recommendations on allowances without examining them further. So, the Union Cabinet directed to set up committee on allowances.
The matters relating to pay and pension as decided by the government have been implemented with effect from January 1 this year. The government has also paid its employees arrears of basic pay arising from implementation of the 7th Pay Commission recommendations in one go in August salaries without higher allowances.
  • “Till a final decision of allowances, all existing Allowances will continue to be paid at the existing rate,” an earlier official statement issued by the finance ministry said.
  • The sources said that the quantum of allowances may not vary from those proposed by the 7th Pay Commission.
  • “The committee on allowances is likely to stick with the 7th Pay Commission’s recommendations on allowances,” the sources added.
Last year, the finance ministry set up an ‘Implementation Cell’ to give effect to the recommendations of the 7th Pay Commission which are eventually accepted by the government.
“So far as the implementation of the 7th Pay Commission report is concerned, an implementation cell was created under this ministry about a year ago and it is still continuing,” the finance secretary also said in the interview.
The recommendations of the 7th Pay Commission are applicable to 48 lakh central government employees and 52 lakh pensioners.

CBSE Central Teacher Eligibility Test (CTET)

Qualification :

  • Candidates who have secured at least 55% marks (without rounding off) in Master’s Degree OR equivalent examination from universities/institutions recognised by UGC (list attached page No. 22 to 48) in Humanities (including languages) and Social Science, Computer Science &Applications, Electronic Science etc. (list of subjects of post graduation attached at page No. 19 to 20) are eligible for this Test. The Other Backward Classes(OBC) belonging to non-creamy layer/Scheduled Caste(SC)/Scheduled Tribe(ST)/ persons with disability(PWD) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree or equivalent examination are eligible for this Test.
  • Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited or candidates whose qualifying examinations have been delayed may also apply for this test. However, such candidates will be admitted provisionally and shall be considered eligible for award of Junior Research Fellowship/eligibility for Assistant professor only after they have passed their Master’s Degree examination OR equivalent with at least 55% marks(50% marks in case of OBC(Non- creamy layer)/SC/ST/PWD(persons with disability) category candidates. Such candidates must complete their P.G degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.
  • The Ph.D. degree holders whose Master’s level examination had been completed by 19th September 1991(irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e. from 55% to 50%) for appearing in NET.
  • Candidates are advised to appear in the subject of their post graduation only. The candidates, whosepost graduation subject is not covered in the list of subjects in item No.14 (on page 12-13), may appear in a related subject.
  • Candidates are neither required to send any certificates/documents in support of their eligibility nor printout of their Application Form (Confirmation Page) to CBSE. However the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the UGC/CBSE at any stage, their candidature will be cancelled and they shall be liable for legal action.
  • Candidates having post-graduate diploma/certificate awarded by Indian University/ Institute or foreign degree/diploma/certificate awarded by the foreign University/institute should in their own interest, ascertain the equivalence of their diploma/degree/certificate with Master’s degree of recognized Indian universities from Association of Indian Universities (AIU), New Delhi.
