Fixation of pay in the case of upgraded scales-regarding

I am sending herewith a circular issued by the DOE regarding fixation of pay in the case of upgraded scales.  Though as per para-4 of the said OM, in all the cases where pay scale has been upgraded the pay should be fixed as on 1.1.2006 by following the Illustration 4A of CCS (RP) Rules, 2008.  It is not known as to why this OM has not been made to applicable to  SG Gr.II & Stenographer GR.I, in the pay scale of Rs.5000 and Rs.5500 which stand merged and upgraded to the pay scale of Rs.6500.

This may be posted in the blog to elicit the expert opinion of the members.

  • Passed Sections A and B of the Institution Examinations of the Institution  of  Engineers  (India); or
  • obtained a degree/diploma    in Engineering from such foreign University/College/Institution and under such conditions as may be recognized by the Government for the purpose from time to time, or
  • Passed Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India); or
  • Passed Associate Membership Examination  Parts II and III/Sections A and B of the Aeronautical Society of India; or 
  • Passed Graduate   Membership Examination of the Institution of Electronics and Radio Engineers, London held after November, 1959
  • Provided that a candidate for the post of Indian Naval Armament Service (Electronics Engineering Posts) and Indian Radio Regulatory Service Gr ‘A’ may possess any of the above qualifications or the qualification mentioned below namely: M.Sc. degree or its equivalent with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special subject.

Age limit: 21 to 30 year (as on 01/01/2016 - born not earlier than 2nd January, 1986 and not later than 1st January, 1995)

Time Taken to Dispose Appeal 
As per the Right to Information Act, 2005 it is mandatory on the part of Public Information Officer either to provide the information or reject the request for any of the reasons specified by the RTI Act within 30 days of receipt of the request. However, information concerning life or liberty of a person has to be provided in forty-eight hours of the receipt of request.
Similarly, as per the RTI Act, an appeal shall be disposed of within 30 days on the receipt of the appeal by the First Appellate Authority or within such extended period not exceeding a total of 45 days from the date of filing thereof, as the case may be, for reasons to be recorded in writing.
The Act, however, does not prescribe time limit or target for disposal of 2nd appeal/complaint by the Central Information Commission.
The Commission, however, on 22.03.2011 decided that each Information Commissioner including Chief Information Commissioner will endeavour to decide about 3200 appeals/complaints per year. During 2015, a total of 27,922 appeals/complaints were disposed off.
This was stated by Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the PMO Dr. Jitendra Singh in a written reply to a question by Shri Sharad Tripathi, Shri Y.V. Subba Reddy and Shri K.N. Ramachandran in the Lok Sabha today.

Measures to Prevent Misuse E-Ticket 
Various remedial measures have been taken by the Railways to check the misuse of e-tickets including the following:-
1. Carrying of any one of the prescribed proofs of identity at the time of undertaking journey on e-tickets.
2. CAPTCHA has been put in place to check booking in batch mode and through Scripting related tools on the IRCTC e-ticketing website.
3. Check applied on minimum time required to enter the displayed CAPTCHA at the time of login by user, entering the Passenger details and making payment.
4. Agents are debarred from booking tickets during first thirty minutes of opening of booking i.e. from 0800 to 0830 hours for general booking, 1000 to 1030 hours and 1100 to 1130 hours for Tatkal booking on AC class and Non-AC class respectively. 5. Only one booking in one user login session except for return/onward journey between 0800 and 1200 hours. 
6. An individual user can book a maximum of 06 tickets online in a month.
7. Regular joint drives are conducted by Commercial, Vigilance and Railway Protection Force against touts. These checks are intensified during peak rush/ festival periods. Touts are apprehended and prosecuted as per Section 143 of Railway Act, 1989.
This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Lok Sabha on 02.03.2016 (Wednesday).
