I am sending herewith a Letter regarding our second Delhi trip in connection with Meeting on Cadre Restructuring with DDG (E) on 10.01.2014 a/w an order issued from Directorate on the Merger of Grades I and II to Gr.I and Gr.III to Gr.II. A letter addressed to the Director General, Department of Posts, New Delhi regarding merger of Stenographer Grade-II and Grade-I into Stenographer Grade-I.


Sub:       Merger of Stenographer Grade II and Grade I into Stenographer Grade-I w.e.f.
01.01.2006                  - Admissibility of financial upgradation under MACP Scheme.

Madam,
1.             We are very thankful to you for the initiation of implementation of the Directorate order No.  4-7/MACPS-209-PCC (Pt.) dated 02 May, 2012 in respect of merger of Stenographer Grade-II and Grade-I into Stenographer Grade-I w.e.f. 01.01.2006.
 2.            Madam,  vide para 2(d)  of the letter referred to above “Parity with regard to pay scale of Stenographers of the Central Secretariat and Field has been conceded by the 6th Pay Commission up to the grade of Assistant vide recommendation made in para 3.1.3. and this recommendation has been accepted vide Resolution adopted and published in Gazette of the India vide notification GSR/1/1/2008-IC dated 29.08.2008 and further circulated under this Directorate letter No. 4-7/2008-PCC dated 04.09.2008.”
3.             Para 3.1.3. of 6th Pay Commission:
                “Higher pay scales in the Secretariat offices may have been justified in the past when formulation of proper policies was of paramount importance.  The present position is different. Today, the weakest link in respect of any Government policy is at the delivery stage. This phenomenon is not endemic to India. Internationally also, there is an increasing emphasis on strengthening the delivery lines and decentralization with greater role being assigned at delivery points which actually determines the benefit that the common citizen is going to derive out of any policy initiative of the Government. The field offices are at the cutting edge of administration and may, in most cases, determine whether a particular policy turn out to be a success or a failure in terms of actual benefit to the consumer. Accordingly, the time has come to grant parity between similarly placed personnel employed in the field offices and in the Secretariat. This parity will need to be absolute till the grade of Assistant. Beyond this, it may not be possible or even justified to grant complete parity because the hierarchy and career progression will need to be different taking in view the functional considerations and relativities across the board.”
4.             As per table of Para 3.1.9 of 6th Central Pay Commission, the Grade Pay of Assistant (Grade-C of Central Secretariat Stenographer Services - CSSS) was mentioned as Rs.4200/- as per table given below:

5.             As per Resolution adopted and published in Gazette of India vide Notification GSR 1/1/208-IC dated 29.08.2008 and further circulated under Directorate letter No. 4-4/2008-PCC dated 04.09.2008, the Pay scale of Assistant (Grade-C of  Central Secretariat Stenographer Services - CSSS), was accepted as given below (copy enclosed)

6.             After adoption of the Resolution, the grade pay of Assistant was upgraded  from Rs.4200/- to Rs.4600/- vide Ministry of Personnel, Public Grievances and Pension, Department of Personnel & Training, Office Memorandum No. 7/7/2008-CS.I(A) dated 21st December, 2009 (copy enclosed). Similarly after two days vide Ministry of Personnel, Public Grievances and Pension, Department of Personnel & Training, Office Memorandum No. 5/16/2009-CS-II dated 23rd December, 2009, the Grade Pay of Stenographer Grade-C of Central Secretariat Stenographers Service (CSSS) was upgrade from Rs.4200/- to Rs.4600/- (Copy enclosed for ready reference).
 7.            Madam, as per para 3.1.3 of your letter cited as reference, it is crystal clear that it is an admitted fact that “Parity with regard to pay scales of Stenographers of the Central Secretariat and Field has been conceded by the 6th Pay Commission up to the grade of Assistant vide recommendation made in para 3.1.3 and this recommendation has been accepted vide Resolution adopted and published in Gazette of India vide notification GSR 1/1/2008-IC dated 29.08.2008 and further circulated under this Directorate letter No. 4-4/2008-PCC dated 04.09.2008.” It is out of place to mention here that Assistant in Central Secretariat Services (CSS)’, Stenographers ‘Grade-C’ of Central Secretariat Services (CSSS), Stenographers Grade-I and Assistant Superintendent of Post Offices in Post Offices (ASPOs) in Department of Posts always remains in the same pay scale.
 8.            Madam, it is my humble request to please merge Stenographer Grade-II and Grade-I into Stenographers Grade-I with effect from 01.01.2006 with the upgraded Grade Pay of Rs.4600/- keeping in view as narrated/ mentioned in para No.7 above, as in the case of Assistant in Central Secretariat Services (CSS) and Grade-C Stenographers of Central Secretariat Stenographer Services (CSSS).
