Granting one increment.

The order for Granting one increment to the Central Government Employees may be issued in the first week of March 2012. Sources close to the DOP&T informed that the issue of granting one increment to the government servants, whose increment date falls between February 2006 and June 2006, has been forwarded to Finance Ministry for its approval. According to the sources, the Finance Ministry gave its approval to this proposal as agreed by the Government in the National Anomaly Committee.

The Federations representing National Anomaly Committee approached the Government to issue the order very soon, since the decision of granting one increment to the govt servants was taken in the National Anomaly Committee on 5th January 2012. It is believed that the federations were informed that due to the ongoing Elections for state assemblies in some states, issuing order is delayed. As per the Election Schedule the elections for state assemblies for 5 States are commenced on 28-1-2012, and the 6th phase of U.P and Goa State assembly elections will be completed by 03-03-2012. So, keeping in view of the above, we can expect that the order for Granting one increment to the Central Government Employees may be issued in the first week of March 2012.

According to the decision which is agreed by government in National Anomaly Committee, the govt servants will be granted one increment in the pre-revised 5 CPC scale on 01-01-2006, and then it will be multiplied by 1.86 and the pay in the Pay Band in the 6 CPC will be fixed accordingly.

Children Education Allowance-Clarification

Subject: Children Education Allowance - Clarification.
The undersigned is directed to refer to Department of Personnel & Training’s O.M. No.12011/03/2008—Estt.(Allowance) dated 2nd September, 2008, and subsequent clarifications issued from time to time on the subject cited above, and to state that various Ministries / Departments have been seeking clarifications on various aspects of the Children Education Allowance / Hostel Subsidy. The doubts raised by various authorities are clarified as under:

1.What constitute “Fee” as per para 1(c) of the O.M. dated 2/9/2008 and whether fee paid for extra-curricular activities to some other institute and reimbursement of, school bags, pen/pencils. etc., can be allowed? Is there any item-wise ceiling?
“Fee’ shall mean fee paid to the school in which the child is studding, directly by the parents/guardian for the items mentioned in para 1(e) of the O.M.dated 2/9/2008. Reimbursement of school bags, pens/pencils, etc., may not he allowed. There is no item-wise ceiling.

2.Whether reimbursement can be allowed in case the original receipts are misplaced and duplicate receipts are produced by the Government servant?
In case of misplacement of receipts given by the school/institution towards charges received from the parents/guardian, reimbursement may be allowed if the Government servant produces a duplicate receipt, duly authenticated by the school authorities. Receipts from private parties, other than the school, if misplaced shall not be , entertained, even if a duplicate receipt is produced. Original receipts from school authorities need not be attested / countersigned stamped by the school authorities.

3.Whether the Government servant is allowed to get 50% of the total amount subject to the overall annual ceiling in the first quarter and the remaining amount in third and or fourth quarter?
Reimbursement of 50% of the entitled amount for the academic year could be allowed in the first and/or second quarter and the remaining amount could be reimbursed in the third and/or fourth quarter. However,the entire entitled amount can be reimbursed in the last quarter.

4.It is provided that whenever the DA increases by 50% the CEA will increase by 25%. What shall be the date of effect of such enhancement?
Any enhancement in the ceiling of reimbursement per annum due to increase in DA by 50%, shall be applicable on pro-rata basis from the date of increase in DA, subject to actual expenditure during the quarter.

Subject: Children Education Allowance.
Subsequent to issue of Department of Personnel & Training’s O.M. No.12011/03/2008—Estt.(Allowance) dated 2nd September, 2008 and clarifications issued from time to time on the subject cited above, a number of references have been received on certain aspects of Children Education Allowance / Hostel Subsidy. After due consideration of the references, in consultation with the Ministry of Finance, Department of Expenditure, the following modifications/alterations are carried out with effect from the date of issue of this O.M. on pro-rata basis:
i. Development Fee/Parents’ Contribution charged by the school/institution in lieu of tuition fee shall be reimbursed. The Government servant will have to certify to the effect that tuition fee has not been charged by the school/institution.
ii. Fee charged directly by the school/institution for catering to the special needs of the child with disabilities, duly certified by the school authorities, shall be reimbursed in addition to items mentioned in para 1(e) of O.M. dated 2-9-2008. The school/institution shall be aided or approved by the Central/State Government/UT Administration or whose fees are approved by any of these authorities.
iii. The minimum age of 5 years, stipulated in O.M. No.12011/03/2008—Estt.(Allowance) dated 11th November, 2008, for disabled children, pursuing non-formal education or vocational training stands removed. Henceforth, there will be no minimum age for any child for claiming reimbursement of Children Education Allowance/Hostel Subsidy.
2. Cases where reimbursement has been made on the basis of earlier O.M, on the issues need not be reopened.

Enhancement of various allowances by 25% from 01-01-2011 owing to over 50% increase in Dearness Allowance

SUBJECT : ENHANCEMENT OF VARIOUS ALLOWANCES BY 25% FROM 1.1.2011 OWING TO OVER 50% INCREASE IN DEARNESS ALLOWANCE – REG.

The undersigned is directed to say that a number of references and queries have been received in this Directorate from various Circles seeking clarifications in respect of increase of various allowances consequent upon increase in the Dearness Allowance beyond 50% w.e.f. 1st January, 2011. The issue has been examined in consultation with Ministry of Finance (Department of Expenditure). It may be recalled that, on implementation of the recommendations of the 6th Central Pay Commission, necessary orders in respect of various allowances and certain advances were issued by the Government. Some of these orders inter alia stipulated that such Allowances/advances shall automatically increase by 25% whenever Dearness Allowance goes up by 50%.

2. It is, therefore, clarified that such orders in respect of the allowances and advances, which provide for their automatic increase by 25% whenever Dearness Allowance goes up by 50%, do not require further confirmation/clarification for complying with the said stipulations.

3. However, such Allowances and Advances are mentioned below for ready reference of all concerned :

1. Children Education Allowance including Hostel Subsidy, etc.

Subject : Fixation of ‘range of seniority’ (zone of promotion) for promotion of Stenographers Grade ‘D’ to Personal Assistant (PA) Grade of CSSS for the Select list Year 2010.

The undersigned is directed to refer to this Department’s Order No.20/51/2009-CS.II dated 27.1.2011 vide which it has been decided, inter-alia, to fill up all existing direct recruitment vacancies in the PA grade only by way of promotion through seniority quota as a one-time measure. In addition to the vacancies of PAs earmarked for direct recruitment, the vacancies of PAs earmarked to be filled up through Seniority Quota (SQ) for SL year 2010 are also being filled up by way of promotion through SQ. Accordingly, it has been decided to fix the ‘range of seniority’ (zone of promotion) for making additions to the Select List of PA Grade (Seniority Quota) of CSSS for the Select List Year 2010 as follows:

General CategoryAll unabsorbed and eligible Stenos Grade ‘D’ of the previous zones and Stenos Grade ‘D’ upto the Select List Year 1995
SC Category All unabsorbed and eligible Stenos Grade ‘D’ of the previous zones and Stenos Grade ‘D’ upto the Select List Year 1999.
ST Category All unabsorbed and eligible Stenos Grade ‘D’ of the previous zones and Stenos Grade ‘D’ upto the Select List Year 1999.

3. After the issuance of regular panels of PPS and PS, if required, the zone of promotion may be further extended keeping in view the exact number of chain vacancies percolated in the PA grade due to cadre review of CSSS.

4. All the Cadre Units of CSSS are requested to place the cases of all eligible Stenographers Grade ‘D’, who are covered within the prescribed ‘range of seniority’ and who have not yet been included in the Select List of PAs of CSSS, before the Departmental Promotion Committee (DPC) to assess their suitability or otherwise for promotion to the PA Grade of CSSS. The recommendations of the DPC along-with vigilance clearance in respect of all the eligible officer(s) concerned who are working in their Cadres Units including those who have been transferred to their Cadre Units from other Cadre Units on their ad-hoc promotion to PA Grade of CSSS, may be furnished to this Department in the Annexures - I. II & III.

5. The details of Steno Grade ‘D’ figuring in the zone who have already been promoted/debarred in the earlier Select Lists of PAs may be indicated in the Annexure-IV and detailed incumbency position in the PA grade may be furnished to this Department in the Annexure-V.

6. Cadre Units are also requested to get the Annexure-VI filled up from the concerned Steno Grade 'D’ who have been found suitable for promotion as PA and forward the same along with the recommendations of the DPC and vigilance clearance. In case, no option for preference for posting is received from any official, the nomination/transfer shall be made keeping in view the number of vacancies in Cadre Units of CSSS. It is requested that complete information in the prescribed annexures may be furnished to this Department Latest by 16.3.2012 positively so that a consolidated order may be issued by this Department .

GUIDELINES FOR ADMISSION TO KENDRIYA VIDYALAYAS ( 2012-13)

1. In supersession to all guidelines that have been issued governing admissions in Kendriya Vidyalayas, the following guidelines are issued to regulate admissions in the Vidyalayas with effect from the academic session 2012-13. These guidelines are not applicable to KVs in abroad. The separate guidelines are being issued to foreign Kendriya Vidyalayas.
2. DEFINITIONSUnless the context suggests otherwise, the definition of the following terms would be as below :- (i) CENTRAL GOVERNMENT EMPLOYEES : An employee who draws his emoluments from the consolidated fund of India. (ii) TRANSFERABLE : An employee who has been transferred at least once in the preceding 7 years shall be deemed to be transferable. (iii) TRANSFER : An employee would be treated as transferred only if he/she has been transferred by the competent authority from one place/usrban agglomeration to another place/urban agglomeration which is at a distance of at least 20 kms. and minimum period of stay at a place should be six months.(iv) AUTONOMOUS BODIES / PUBLIC SECTOR UNDERTAKINGS : Organizations which are fully financed by the government or where the government share is more than 51 per cent would be deemed to be autonomous bodies/ public sector undertakings. 3. PRIORITIES IN ADMISSIONThe following priorities shall be followed in granting admissions:- (A) KENDRIYA VIDYALAYAS UNDER CIVIL/DEFENCE SECTOR :1. Children of transferable and non-transferable central government employees including ex- servicemen. This will also include children of foreign national officials, who come on deputation or transfer to India on invitation by Govt. of India. 2. Children of transferable and non-transferable employees of Autonomous Bodies/Public Sector Undertaking/Institute of Higher Learning of the Government of India.
3. Children of transferable and non-transferable State Government employees. 4. Children of transferable and non-transferable employees of Autonomous Bodies/ Public Sector Undertakings/Institute of Higher Learning of the State Governments.5. Children from any other category including the children of foreign nationals who are located in India due to their work or for any personal reasons. They would be considered only in case there are no Indian Nationals’ waitlisted for admission.Note: Admission will be granted based on the number of transfers of the parents as per the existing procedure. The parents of non-transferable Central Govt. Employees including ex-servicemen will be considered after exhausting all transferable employees including ex-servicemen with minimum one transfer. The same is true in other categories.
(B) KENDRIYA VIDYALAYAS UNDER PUBLIC SECTOR UNDERTAKINGS/ INSTITUTES OF HIGHER LEARNING : 1. Children and grand children of employees of the Public Sector Undertakings/Institutes of Higher Learning which are the sponsors of the Vidyalaya. The children of project employees & Post Graduate students who are working long term research projects and children of regular Council of Wardens (COW) employees besides retired employees to be included in category I for the purpose of admission. It has also been decided to include re-admission of those children of Institutes of Higher learning who had to discontinue school to accompany parents going out of station on sabbatical leave/long leave, over and above the class strength (90th BOG meeting held on 30-08-2011).
2-6 The priorities given for Kendriya Vidyalayas under Civil/Defence sector will follow in the same sequence, thereafter.
4. ELIGIBLE AGE FOR ADMISSION A Child must be 5 years old as on 31st March in the academic year in which admission is sought for Class I.  A. The minimum and maximum age for admission in Kendriya Vidyalayas in various classes is given below:

Note: 1. The above rule is not applicable to existing students of Kendriya Vidyalayas in the country. 2. The maximum age would be further relaxed by two years to handicapped children only by the Principal.
B. There is no age restriction for admission to class XI provided the concerned child is seeking admission in the year of passing the class X examination. Similarly there will be no upper & lower age limit for admission to class XII provided there has been no break in the continuous study of the child after passing class X/XI.
5. METHOD OF ADMISSION
A. In Class I (RTE Act 2009 – section 12(1)(c) ) (See Annexure –V) To fulfil the constitutional mandate of reservation to SC/ST and also to implement the provisions of RTE Act under Rule 12(1) c following procedure shall be adopted for admission to class I (with class strength of 41).
1. In first phase 31 seats in Class I should be filled as per existing category system in KVS irrespective of reservation. (However, 01 seat may be granted to disabled child of any category under 3% horizontal reservation)
2. The children secured admission in 1st phase will not be included in 2nd phase (RTE system). However, the unsuccessful candidates in 1st phase, if otherwise, eligible in RTE quota will be included in 2nd phase (RTE Quota).
3. In 2nd phase, the remaining 10 seats will be filled as per RTE provisions (25% of seats)
(a) All applications of Scheduled Caste candidates will be subjected to random method (Lottery System) to select 6 candidates.(b) All applications of (Scheduled Tribe) candidates will be subjected to random method (Lottery System) to select 3 candidates.(c) All applications of Economically Weaker Section (EWS)/Below Poverty Line (BPL)/OBC (Non Creamy Layer)/Disabled Children will be subjected to random method (Lottery System) to select 1 candidate.
Note: If adequate number of candidates are not available in (a), (b), & (c), the admission may be granted by inter changing the above three categories to fill all 10 seats in above sequence. In no case these seats will be de-reserved for General Category.• If required number of candidates covered under RTE do not register in 1st spell of registration then a second notification may be given in the month of April itself. •
The definition/eligibility criteria of Economically Weaker Section/BPL/OBC(Non creamy layer may be verified from the notification of the concerned State Governments.

Union Budget to be presented on 16th March 2012

The budget session of the Indian Parliament will begin on 12th March 2012 and the Union Budget for 2012-13 will be presented on 16th March, 2012.  According to the Parliamentary Affairs Minister Pawan Kumar Bansal, the Railway Budget would be presented on 14th March and the Union Budget on 16th March, 2012.

The tax payers, including the Central Government employees may get some relief in the coming budget session. The Finance Ministry is likely to increase the exemption limit to Rs.2 lakh from the existing limit of Rs.1.8 Lakh, but some experts suggested that the basic exemption limit should be hiked from Rs.1.8 lakh to Rs.2.5 lakh for individuals.
