The fourth meeting of the National Anomaly Committee to discuss the anomalies arising out the implementation of the recommendations of the 6th Central Pay Commission is scheduled to be held on Thursday, the 5th January, 2012 at 3.00 P.M. in Room No.119, North Block, New Delhi, Secretary, Department of Personnel & Training will chair the meeting.

Promotions and Procedures

This is with reference to the letter of the GS vide No.AIPSDA/Corr/27/2011, dated 2.12.2011 on the Directorate letter calling for ACRs of 56 Grade I Stenos for promotion to PS. The said list of 56 Grade I Stenos is not a seniority list. It is a list prepared by the Directorate who have come into the zone of consideration basing on the number of vacancies available (may be in the ratio of 1:1.5). This is not meant for circulation among the Grade I Stenos as the same is derived from the seniority list prepared as on 01.01.2009, which has already been circulated and objections received. As such, there is no scope for columns like DOB, DOE, Date of promotion etc. Circulation of seniority list is not an unending process.  It has to be stopped at some point and next stage of DPC has to be taken up. This is exactly what is happening.

The All India seniority list of Grade I Stenographers prepared as on 01.01.2009 in 2009 has invited hundreds of objections as there were several incongruities. Date of birth was taken as the criterion to fix the seniority in case of a tie in Grade I instead of relative seniority in Grade II and Grade III. DOPT rules on the subject envisage that relative seniority in the lower grade shall be taken as the basis for fixing the seniority in the feeder grade. The revised seniority list prepared in October,2011 is based on the DOPT rules. The merger of Grade II and Grade I have not yet happened. Only pay scales were merged, but not the Grades. As such, the existing hierarchy pattern of Grade I and Grade II is to be observed.

I hope that our members will not be carried away by unwarranted apprehensions created without delving deep into the rules and the realities also. Let our seniors at least, who are on the verge of retirement benefit.

Sub : Pay parity for Stenographers working in non-secretariat offices with - Central Secretariat Stenographers Services - reg.

I on behalf of the members of the Confederation of All India Central Government Stenographers Associations (Stenographers working is non-secretariat Central Government Offices) submit the following facts for kind consideration and causing early orders implementing total parity with CSSS and non-secretariat Stenographers.

1) The Confederation of All India Central Government Stenographers’ Association was formed to represent the interests of Stenographers working in various Subordinate and attached Central Government Departments/offices all over India. This confederation was invited by the 6th CPC for personal hearing and confederation submitted the long pending demand for “ Parity with Central Secretariat ” under the Principle of “equal pay for equal work” with reasons and justifications. It is pertinent to note that the modes of recruitment of the Stenographers are the same in Subordinate and Central Secretariat Services. It is through a common competitive examination conducted by the Staff Selection Commission(SSC), Govt of India on an All India basis. The pay scale is the same for Secretariat and non-Secretariat service at the entry grade. It is nowhere mentioned in the notice issued by SSC calling for applications that that the pay structure will be fixed at different scale of pay depending on the place of posting. The VI Pay Commission has discussed in detail in Chapter 3.1 of the Recommendation, and established where the Secretariat and non-secretariat stenographers cadres would stand merged in future, there is a need for ensuring full parity between these two cadres right from this stage.”

1) The VI CPC, recommended parity of scales of subordinate stenographers with CSSS, but the same has not been effected in the right sprits and will. This add more injustice to the already injured Stenographer category working in Subordinate units. However, few departments in subordinate services were extended the benefit of Central Secretariat parity.

Being “COMMON CATEGORY” fixing different Pay Scales based on the place of work is against the principle of Equal pay for Equal work.

2) The duties and responsibilities are the same for both Secretariat and non-secretariat Stenographers as per the circular of the Department of Personnel. In Randhir Singh v Union of India, the Apex Court held that where all things are equal that is, where all relevant considerations are the same, persons holding identical posts may not be treated differently in the matter of their pay merely because they belong to different departments.

3) From the beginning itself we have raised the issue with the government individually and through departmental stenographers associations, but no positive response has been received yet.

4) Those who have worked in Subordinate Offices for more than 25 to 30 years of service are not in a position to get Gazetted status but those in CSSS can get it in their early stages and CSSS Stenographers are reaching upto the rank of PPSS and above. Stenographers working in subordinate offices are denied natural justice by degrading their official status. This morally affects the Stenographers working in Subordinate services. It is emphatically well established that no justification exists for maintaining a distinct Stenographers cadre in any Government office with lower Pay Scales than their counterparts at Secretariat since Secretariat Stenos are in no way Superior to Field Office Stenographers. It’s an irony that in the biggest democratic country, the Stenographers cadre is termed as “COMMON CATEGORY” but has UNCOMMON Pay Scales.

CAICGSA on behalf of the Stenographers working in various Central Government departments in Subordinate Services, most fervently pray to your good self to favourably consider our legitimate demand and cause to issue orders effecting Central Secretariat parity with effect from 01.1.2006 immediately and do justice.

Dear Friends


CCGSA is formed to activate the Stenographers cadre spread accross the country. Though in major Departments like, AG, AIR, Railway, Incometax etc., large number of Stenographers are working, Unfortunately they are not united. In Postal Department with the efforts of few seniors, separate association is formed and got recognition and AIPSA is the only recognised Stenographers Association. Now this is the high time to unite. I request Stenographers working in subordinate Departments to form Department-wise Stenographers Associations, even if their number is less in respective Departments. Confederation will only be strengthened, if individual Association join hand with the Confederation. The members of the Confederation should be Members of different Stenographers Associations only and not individuals. We all know that irrespective of the VI CPC recommendations, we are neglected and our legitimate demands rights were denied. Unless we unite nothing will be materialised. I know that it is not easy to get unite all the Stenographers working in different Departments accross the country, still I am confident that one day we can achieve the goal and get our demands fullfilled. I need support of all to get cent percent result. Fellow members are requested to rise up the occassion and contact each other in their departments and form Associations of respective Departments and join in the Confederation.  I have already opened branches of the Confederation at Kolkotta,WB and Kerala and efforts are on to open more branches of the Confederation in other States. I am happy to view the support of our members and as per the suggestions, prepartion for a separate blog is underway and likely to be launched on 18th December 2011. I also request all of you to furnish their personal datas including phone number and email address so that we can contact each other.

Dear Members,

The confederation attended personal hearing with VI CPC and gave representation for pay parity. Unfortunately 'parity' our long pending demand, is yet to be implemented by the Ministry irrespective of representations submitted by our members individually and through various Departmental Associations. Now we have to act swiftly to get our legitimate right fulfilled, let us unite together for our victory. I request Stenographers working in various subordinate Central Government Departments through out India to coordinate Stenographers and arrange to form state branches to strengthen the confederation. The confederation is preparing to file a case at CAT Ernakulam for pay parity. I expect cooperation from all.
