Pay structure-Central Secretariat

Central Secretariat Stenographer service - pay structure of various levels:

The above is the pay structure of Central Secretariat Stenographers revised as per 6th Central CPC. Now the latest development is that as per Ministry of Expenditure Order No. 1/1/2008-IC dated 16.11.2009 endorsed by Department of Personnel and Training letter No. 7/7/2008-C.S.I (A) dated 21.12.2009 the Grade Pay of all Grade ‘C’ Stenographers/Personal Assistants have been changed from Rs.4200/- to Rs.4600/- with effect from 01.01.2006. 

But the rationale behind giving this new upgradation of Grade Pay of Rs.4600 to Grade II Stenographers of Central Secretariat Cadre was that the Grade II/Grade C /Personal Assistants of Central Secretariat Service was in the Pay Scale of Rs. 6,500-200-10,500 prior to 1.1.2006. Just because of this advantage Ministry of Personnel has given upgradation of Grade Pay from Rs.4200/- to Rs.4600/- to them among other similarly placed categories of employees working in the operating field.

  1. Is there any upgradation for steno Gr.III. V Pay commission has recommended 4500-125-7000 for Gr.III and 6th PC has recommended 4200 G.P. Kindly explain the current status. Whether there is any upgradation, atleast is there any consideration of G.P.2800 for Steno Gr.III.

See, the Govt. is confusing. 6th CPC has recommended and Govt. accepted that the nomoncluture of post of Stenographers will be changed into Executive Assistant with minimum qualification of Graduation with placed into pre-revised Rs.6500/- scalei.e. PB-2 with Grade Pay Rs.4200/-. The CPC also recommended the Government to frame new recruitment rules for this. As regards existing Stenographers, they will be placed into new E.A. scale with sonme additional duties as suggested by the concerned Departments. In that case EA will get GP of 4200/- i.e. Grade D or Grade III Stenographers, the Senior E.A. Rs.4600/-; then P.S. Rs.4800/- like that. So, now Stenos and all Steno and steno related Assn will give pressure to Govt. for early formation and implementation of new E.A. recruitment rules.

  5. I am in Chennai worked in a statutory Board. Is there any change in the grade pay to the post of Stenographers Grade-III or Grad-II, i.e., Now Grade Pay for Steno Grade-III is Rs.2400 and Grade-II is Rs.4200.

  6. I am working in Sardar Vallabhbhai Patel National Police Academy, Hyderabad, It is a subordinate office under Ministry of Home Affairs, Govt. of India. This is regarding advance increments to the Stenographers working in subordinate offices. The rule says that the Stenographers (Ordinary Grade) in Subordinate Offices in the pay scale of Rs.1200-2040 (pre-revised) were granted one or two advance increments respectively on qualifying shorthand speed test at 100 or 120 wpm, both at recruitment stage and while in service.

    What is meant by recruitment stage?

    please give me clarify and also if you have 1975 order that the provisions contained in Ministry of Finance’s OM dated 4.10.1975

  7. This is regarding Madhusudhan's query. In my opinion no advance increment will be given to a person appointed after passing the stenography test of 100wpm at recruitment stage.That means,no advance increment at the recruitment stage. But once he entered into service and if the department conducted speed test at the rate of 100 and 120wpm and if he passed both the tests, he gets one or two advanced increments respectively.

    1. Mr. Kutty is giving wrong information. Myself Lathika working in M.P. Postal Circle. From my initial stage of appointment, I have got one increment extra as I had been passed stenography test conducted by staff selection commission in 100 w.p.m. in 1982. There is rule in this regard.

  8. There is since change in the above pay structure in the CSSS, especially with regard to the post of Gr. C/Gr.II. Please revise it accordingly.

    I am working in Subordinate office of Min, Of Health and F.Welfare as Steno Grade III (4000-6000). Kindly explain whether govt. upgrading GP of Steno Grade III or we will get salary less than a Group D Staff. And Govt. is thinking only about CSS/CSSS cadre. We will get any upgradation or not.

In the CCSS the scale of pay of 5500-9000 has been upgraded to 6500and the scale of 6500 has been granted non-functional scale of 8000, just a few days before the commission submitted its report, by blatenly violating the stated position that no pay scale shall be upgraded or changed once the pay commission has been set up.
